Letter sending certificates of election of commissioned officers, and stating that the Western Reserve and more particularly Ashtabula County had been ridiculed by the press, the charge having been "boldly" made that the county was not willing to arm in defense of the country.

Letter stating that the Conneaut Light Artillery had held its meeting for the election of officers, that the company was made up of the best citizens of the county, and that they unanimously offered their service for 3 years or the duration of the war; and requesting that Parsons intercede with the adjutant general and the governor to receive the company. NOTE: The Conneaut Light Artillery became the 2nd Independent Battery, Ohio Volunteer Light Artillery.

Letter describing the movements of the companies forming the battalion sent to Marietta to guard the Marietta and Cincinnati Railroad including an account of their stop in Chillicothe where residents provided lunch consisting of baskets filled with cheese, crackers, ham, etc., on the train, and "fair dames and damsels" greeted them "laden" with bouquets.

Letter stating that the Queen City Flying Artillery was ready to go, that the expense of waiting was very great, that it had already cost him over $800, and that he had studied artillery for years and had drilled many men in the use of the guns.

Letter stating that the Queen City Flying Artillery was ready to go, that the company had been filled twelve days after the bombardment of Ft. Sumter, that many men were lost by waiting and that their places had been filled with others, that it had cost him more than $800 out of his own pocket besides contributions, and that he had studied artillery for years.

Letter referring to not recognizing more than one captain and two lieutenants to every fifty men and no man over the two hundred ordered receiving pay, some officers taking more than two hundred men contrary to orders and in defiance of protests, knowing no other course of action than to court martial officers who disobeyed orders, not receiving arms from Camp Dennison, and some of the captains thinking they had more authority than a lieutenant colonel.

Letter stating that he was able to get horses and horse equipments if Ohio or the United States promised to pay for these at some time, that he had as good a company of horse (flying) artillery as could be found on the continent contingent upon horses and horse equipments being supplied, that many of his men as well as himself were old and experienced cannoneers, that they would not go unless they went as artillery, and that they were not anxious to learn another trade.
