had supported since late 1945. Although bipartisan in its
sponsorship, the bill was not passed
until June 29, 1949, because of a bitter controversy over a
provision calling for a half-million
units of federal public housing. Conservative members of
both parties continually opposed this
bill on the issue of public housing.
