31 This was the bill the administration had supported since late 1945. Although bipartisan in its

sponsorship, the bill was not passed until June 29, 1949, because of a bitter controversy over a

provision calling for a half-million units of federal public housing. Conservative members of

both parties continually opposed this bill on the issue of public housing.

41 The speech had been originally scheduled for the spacious Akron Rubber Bowl, but threat

of rain caused the shift to the armory. On the preceding Friday night at Buffalo, Truman had

been forced to deliver his major policy speech on housing in a driving rainstorm, with only the

cover of a small umbrella.
