Letter requesting an interpretation of the law creating the Militia of the Reserve, asking if the "active militia" were the volunteer militia in the service of the United States or the organized militia of the state, and stating that there were "first rate" riflemen in the area and that they wished to organize in such a manner as to be useful on the border should their services be so required.

Letter stating that Buckingham's proposition to bring a company of 100 men was "rather indefinite," asking if Buckingham intended to send the unit on to Virginia as a company of sharpshooters or skirmishers as had been recommended by the Secretary of War, and stating that they preferred going as skirmishers, that his first lieutenant was a West Pointer, that he had been in artillery, infantry and Zouave companies, and that he had sold goods all through northwestern Virginia and Kentucky on the Baltimore and Ohio Railroad and Northwestern Virginia Railroad and all over from Guyandotte to Wheeling and Grafton.

Jonathan G. Marshall, Georgetown, Brown County, Ohio. To Dear Sir. Letter stating that an effort was being made to raise additional companies for service, requesting that someone in Georgetown be delegated with the power to muster in the companies immediately after another call, stating that this would greatly facilitate matters and save the expense of sending an officer to Georgetown for that purpose, asking if there would be a call for his brigade, and stating that he felt anxious to go into service if he could obtain a position that would "justify" him, that he had devoted all of his time to organizing local residents and thought they had a good organization, that unless their men could spend a few weeks in camp it would almost amount to murder to put them in the field, and that he hoped the company of cavalry he sent would do good service.

Letter stating that the muster roll of Captain Albert's company of Beallsville, Monroe County had been filed with the Adjutant General's department, that the company had been offered for three months' service and later for three years' service, but not accepted, that another company from Monroe County had been accepted the previous week even though Captain Albert's company had precedence, and that this was unjust to Captain Albert, but no doubt an oversight on the part of the Adjutant General's department, and asking Buckingham to please inform Captain Albert of the acceptance of his company.

Letter stating that he had enlisted 56 men, that his prospects for a full company were good, that it was a difficult matter to get the attention of the people since the harvest was upon them, that he was confident he could report his company full within two weeks, and that he hoped his company would be given a place.

Letter stating that he was transmitting the resignation of 1st Lieutenant John P. Cunningham of Company H, 23rd Regiment, Ohio Volunteer Infantry, that the rule of seniority made 2nd Lieutenant John F. Wall of Company A the person to be promoted, that if the rule did not apply to cases occurring prior to the complete organization of the regiment and its entry into actual service, Sergeant Charles E. Richenbach was the person best entitled to promotion, and that Richenbach was highly educated, an attorney by profession, and spoke English, French and German.
