Letter enclosing a translation of an article from the Marietta Democrat of August 7th; stating that he was the editor of the Marietta Beobachter (a Republican German language newspaper) and considered it his duty to inform his readers truthfully upon all matters concerning the public welfare, and that the Marietta Democrat had been and was doing a great deal of "mischief" among the German population whose confidence had been "much abused;" asking why the 18th Regiment, Ohio Volunteer Infantry (three months' service) had not been paid off promptly; and stating that the failure to pay these men was particularly "offensive" to German soldiers and their friends from the area. The article from the Marietta Democrat states that on July 31st, the 18th Regiment, Ohio Volunteer Infantry (three months' service) arrived in Marietta and was welcomed with the firing of cannon and by the enthusiasm of the citizenry, that like everywhere else since the beginning of the war, here again appeared the "baseness and incapability" of the government, that the brave soldiers of the 18th Regiment, Ohio Volunteer Infantry (three months' service) had received their pay for only one month with the balance promised at Marietta where the regiment was to be discharged, that these soldiers were "dreadfully deceived," that the papers of the General Quartermaster, a relative of Governor William Dennison, were not in order, that as a result, the regiment could not be paid off and discharged, that the regiment received a furlough of 14 days which caused an extra expense to the State of at least $30,000 for this and the other regiments, that many of the soldiers did not have money enough to buy a piece of bread on their way home, that in consequence of not being paid, Company B, 18th Regiment, Ohio Volunteer Infantry (three months' service) refused to deliver up their arms for which Captain [Frank] Buell had been arrested, that the actions of Company B might not be lawful, but were "certainly justifiable" from a moral standpoint, that "rogues and bloodsuckers" had withheld from the soldiers their hard earned few cents, that the 22nd Regiment, Ohio Volunteer Infantry (three months' service), which was to be discharged at Marietta, had been "slyly" sent to Athens, that it might have produced a military revolt if 2,000 men had been discharged at Marietta without pay, and that it was hoped the citizens would take notice of this new "swindle."
