Leslie of Lorain County wanted authority to raise a company of infantry in Lorain County, that Leslie had approximately 40 men, that Leslie had served as a Sergeant during the Mexican War and was 36 years of age, that Leslie was a man of good physical powers and good habits, and that Leslie had more military knowledge and experience than men usually appointed to the command of a company.

Letter stating that they had organized a Home Guard in Minerva and that the unit consisted of true and loyal Union men, that they had not been able to procure arms from the general government, and that they had learned from some trustworthy citizens of Ripley, Brown County, Ohio that arms, upon proper application, might be obtained from Ohio; asking if they could procure any arms and under what conditions; offering references; and stating that they had 60 men of the right kind enrolled.

Letter stating that he and Colonel Barnett had used all their influence to induce Captains Standart and Pelton to recruit their companies immediately, that Standart and Pelton maintained they could not get the men they wanted, many of whom served with Barnett and himself in Virginia, unless they knew under what Colonel they were to serve, that they would not enlist and subject themselves to being placed under the command of any and every field officer appointed, that some of the officers reappointed were known in service to be incompetent and that some were known as worse than incompetent, and that he was not bringing the matter to Buckingham's attention to secure an appointment for either himself or Colonel Barnett.

Letter stating that prior to the first call for troops from Ohio to support the national government, he had entered into a contract that he could not dispose of without loss to himself and his family, that he believed there would be plenty of men who would offer their services and since his commission was not serviceable under army regulations, he did not report himself ready for duty, that his previous engagements had been fulfilled and he was anxious to enter State service as a Lieutenant or U.S. service for the war, and that his 3rd Lieutenant's commission had been issued to him in 1856 for six years.

Letter transmitting the roll of a company at Camp Morrow; stating that the company had nominated Samuel A. Currie for Captain, George Singer for 1st Lieutenant, and Jno. M. Higgins for 2nd Lieutenant, that the military qualifications of these individuals was "very moderate, but perhaps as good as can be realized at present," and that their character and habits were good; and requesting that these individuals be commissioned as soon as possible, and that a mustering officer be sent at once since he did not wish to issue clothing, etc., until the company was mustered in and some of the company were in great need.

Letter requesting an order to raise a cavalry company to be attached to the 33rd Regiment, Ohio Volunteer Infantry at Portsmouth or the 36th Regiment, Ohio Volunteer Infantry at Marietta on the conditions that as soon as thirty men were enlisted, they go into camp and be subsisted by the government, that the government purchase the horses of volunteers as soon as mustered into service provided they were good horses, that the government furnish all the equipments, saddles, holsters, etc. without pay for same from volunteers, and that he be commissioned a 1st Lieutenant for organizing said company; asking that if an order could not be given upon the conditions mentioned, that Buckingham state his conditions; and stating that if he raised the company, he expected to secure the services of an experienced man to command.

Gans who served in Company D of the 20th Regiment, Ohio Volunteer Infantry (three months' service), that David Gans had a company nearly full and wanted a Captain's commission, that David Gans had the entire confidence of the men who served under him in western Virginia and that about two- thirds of Company D would return to the service and had signified their preference to go with him, and that David Gans was qualified in tactics; endorsing William H. Kline as a man of true courage and ability; and stating that Kline had been Mayor and Justice of the Peace of Eaton and still retained the confidence of the people, that Kline had some knowledge of tactics, that Kline desired a position as 1st Lieutenant, that Captain [Abram V.] Thompson of Company D, 20th Regiment, Ohio Volunteer Infantry (three months' service) had said he would not return to the service, that Colonel [Thomas] Morton had lost the entire confidence of the volunteers from Preble County, that the men from the company Morton was Captain of when he left Eaton were the most bitter against him, and that he was sharing this information regarding Morton with Dennison in confidence as a man "knowing my position and respecting yours."

Carrington which he knew to be correct, and that since there may have been a mistake somewhere, he would comply with Buckingham's request; listing the commissioned officers of Company A, 20th Regiment, Ohio Volunteer Infantry (three months' service); requesting an order empowering him to raise a company of infantry to be attached to the 20th Regiment, Ohio Volunteer Infantry or any regiment Buckingham might designate; and providing references.

Letter stating that he had met Colonel [Joshua W.] Sill at Hampden and that Sill had asked him to telegraph Governor William Dennison as soon as he reached Portsmouth about arms for the 33rd Regiment, Ohio Volunteer Infantry, that Sill had said Dennison promised to arm the regiment with the altered (rifled) musket, that camp equipage, tents and a partial supply of clothing had been received, that Colonel Sill was anxious to receive arms as soon as possible, that there were no muskets for the camp guard, that there was one full company in camp with others expected in a few days, that Colonel Sill and Major Robinson felt that the prospects were very encouraging, that Colonel Sill wished to know whether non-commissioned officers' swords could be procured from Columbus, that he had been expecting to receive a supply of the new company rolls, but had heard nothing of them, and that Colonel Sill was scheduled to return from Chillicothe that day. Letter stating that a military company was being organized at Middleburg in Logan County and would be mustered into service at Camp Chase probably within two weeks, that Joel Haines was Captain of the company, that this company desired to have a representative among the field officers of the regiment to which it might be assigned, that they asked therefore that Captain Haines be appointed Colonel, Lieutenant Colonel or Major of a regiment, that for sixteen years, Haines had acted as Colonel of Militia under Ohio laws and was therefore well qualified, that Haines was a man of good character and integrity, that Haines was a farmer, a man of influence and one of the substantial citizens of Logan County, and that he had entire confidence in Haines' courage, capacity and patriotism.
