Williams of Powhatan Point to enlist a company of infantry to report on August 25, that Williams had not succeeded in enlisting the company and had gone into other business, leaving his men to Glover, that these men had by unanimous vote asked him to fill up the company and take it into the field, and that he had consented to do so; providing references; requesting an order to recruit a company of infantry with as low a minimum number as was admissible; asking if there was any way to make it binding upon the men to go into service before they entered camp; and stating that without such a mechanism, some of the men might regard the period between when they enlisted and when they mustered in as a "free ride".

Moore, of the 33rd Regiment, Ohio Volunteer Infantry, had telegraphed Buckingham for authority to permit Griffith to raise a company, that he was pleased to inform Buckingham that he had 70 men ready for camp duty, and that he had not been aware that a special order had been passed prohibiting persons from raising companies without Buckingham's authority; and requesting that a commission for his command be forwarded as early as possible.

Letter stating that the Paymaster declined to pay him without a certificate showing the date of his entering the service as 2nd Lieutenant in the 13th Regiment, Ohio Volunteer Infantry; and requesting that Buckingham refer to his letter accepting the commission and mailed at Parkersburg, western Virginia, and that he be furnished with the certificate which the Paymaster thought was required and the date of his acceptance.

Letter requesting the necessary papers to raise a company of militia to go into service as soon as organized; asking how long they would be given to fill up the company, how many men they would have to get before they could go into camp, and if the government would pay the expense of keeping the men together until the company was made up; and stating that it would probably take some time to get men enough to make a company, and that consequently there would be some considerable expense.

J.W. Lindsey, Delaware, Delaware County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that he had a letter of authority dated August 20 from Buckingham to raise a company in Delaware County, that the letter of authority had instructed him to report at Camp Chase on August 30, and that he had seen by Buckingham's General Order Number 51 that letters of authority granted were considered cancelled at the expiration of the time allowed; reminding Buckingham that he had told him that he did not expect to raise the company in so short a time and that Buckingham had promised to extend the time if necessary; stating that he had 30 to 40 men that he could rely upon, that they proposed going into camp in Delaware at the fair grounds and to begin drilling while continuing to recruit until they filled up the company, that local citizens would furnish them with subsistence until they were ready to report at camp, that they were canvassing the county, holding public meetings, and "waking up an interest" where only apathy had prevailed, that they were not in competition with anyone other than Captain Eyster of Colonel Carrington's regiment, that they were facilitating Eyster's recruiting rather than impeding it and that Eyster was filling up his company with a good degree of activity, and that Captain Dyer's company had gone to camp pretty well filled up; requesting that his letter of authority be extended to September 20; stating that he hoped to report a first rate company by that date; and providing references.

Patton of Woodsfield wanted authority to raise a company for the war, that Patton had been twice elected Sheriff of Monroe County and was recently an acting Justice of the Peace in Woodsfield, that Patton also wanted authority to swear the men into the service as they volunteered, that it would be necessary for Patton to do so on account of the number that had already gone from Monroe County, that including the companies that had joined western Virginia regiments, Monroe County had seven full companies in the service, and that if all the counties had done as well, Ohio would have 60,000 three years' men in the field.

Letter requesting that Buckingham authorize Dr. David Chalfant of Uhrichsville, Tuscarawas County to raise a company with orders to report at Camp Meigs, Tuscarawas County; and stating that Chalfant would raise the company on short notice, that Chalfant was a man of energy as well as character, that nearly all of Buckingham's orders for companies were full, and that they were very anxious to fill their regiment soon.
