Letter stating that they belonged to an artillery company raised for the 34th Regiment, Ohio Volunteer Infantry, that their company consisted of 115 fine looking men who were anxious to serve their country, that they had been in camp nearly two months and had received neither guns or uniforms, that Colonel [Abraham Sanders] Piatt had assured them they would have both some two weeks before, that Piatt's regiment had departed and left the battery in camp more destitute than ever, that their company officers had been feeding them on promises until they were no longer believed, that their officers told them the muster roll was in Columbus and then told them said roll had not been sent, that they had been mustered in as an artillery company, but were kept inactive at Camp Dennison, that the men were all dissatisfied and discouraged by lying idle, that with guns they might be preparing for active service, that many of the men were too poor to buy clothes and were now nearly naked, that having received no pay, the men had nothing with which to purchase clothes, and that all they asked for was justice.

Carpenter when selecting officers for the 4th Regiment, Ohio Volunteer Infantry; and stating that Carpenter was a man of ability, great industry, strict integrity, and great earnestness, that Carpenter had military taste and the advantages of two years experience in the regular army, that Carpenter's courage had been tried and was undoubted, that Carpenter was universally popular with his men and friends at home, that in a conversation with Colonel [Lorin] Andrews while on a visit home during the summer, Andrews had remarked that Carpenter was the best Captain in his regiment, that Andrews had further remarked that Carpenter was rigid in his discipline and yet retained the confidence and respect of his men, and that Carpenter had not solicited promotion.

Letter stating that he had no doubt he could get the endorsement of Major Bennett or any other man in Washington County or five hundred if necessary, but had supposed he was well enough known to the executive department as to dispense with this formality, that he did not ask for his request to be granted as a personal favor, that he had supposed the State wanted the men he would go to the trouble and expense raising without having fully determined whether he would go into the service or not, and that he thought he was doing the State a favor by making his offer and if it was not regarded in that light, he regretted very much having given the Adjutant General's department any trouble about the matter.

Letter stating that Captain [Henry] Belknap, U.S. Army, on mustering duty, informed him that for some time there had been three companies of infantry at Canal Dover, which Belknap had mustered into service, that Belknap thought it uncertain the regiment being raised in Tuscarawas County would be completed, that the three companies at Canal Dover were originally intended for that regiment, that the 41st Regiment, Ohio Volunteer Infantry needed approximately three companies for its compliment, and that since his regiment was making such rapid advancement, it was to be deplored that their progress should be impeded for want of men; asking if the three companies at Canal Dover could be assigned to his regiment; and stating that he had directed an officer from his regiment, out on recruiting service, to visit Canal Dover to learn if it was the intention of the troops there to join another regiment and whether or not the companies were the nucleus of a separate regiment.

Letter regarding the transportation of the 14th Regiment, Ohio Volunteer Infantry to Camp Dennison; stating that Adjutant General C.P. Buckingham had informed him that Assistant Quartermaster [John H.] Dickerson at Cincinnati was the officer who had authority to order transportation of troops, that Dickerson had told him the Dayton and Michigan Railroad would have the transportation of the 14th Regiment, Ohio Volunteer Infantry from Toledo if the line was the shortest route to Camp Dennison, that upon receiving an order from Dickerson, he had at large cost made full and ample provision by sending two extra trains to Toledo, and that Colonel [James B.] Steadman had made his own transportation arrangements and said that he outranked Dickerson and that Dickerson had no right to issue orders to him; and requesting that the Dayton and Michigan Railroad be paid for the transportation of the regiment.

Letter stating that Wood County had been thoroughly canvassed for recruits and had responded liberally to the call, having far more men in the field than appeared from the records, that a large number of men had gone into the Tiffin, Findlay, Fremont, Fostoria, and Toledo companies, that all or nearly all had enlisted who would or could enlist for 2 or 3 years, that there was still a large class who were anxious to enlist for the fall and winter campaign and if necessary would be willing to serve the next fall and winter if the Government was in want of their services for say 6 or 7 months each year, that these men would serve provided they could stay in the southern states and return home in time to put in their summer crop, and that these men were nearly all farmers and had families and could not leave for 2 or 3 years without an intermission of 5 or 6 months to work their lands; asking if the Government would accept men on such terms; and stating that if such terms were acceptable and authority was received, he could raise a regiment in Wood County within weeks.

Letter stating that his attempt to raise an infantry company had not met with the success anticipated when he applied for an order, that about the time he had applied to Buckingham, an order was sent by Colonel Wilson of Chicago, Illinois to John Widgeon of Bucyrus authorizing the latter to raise a company of artisans numbering 101 men, that the superior inducements of $29.00 per month and exemption from guard duty offered by Widgeon had proved irresistible, that he made some attempt to raise an infantry company, but concluded it best to suspend operations for the present because of the popularity of the artisan branch of the service, and that he had secured the names of about 25 persons, most of whom had applied to have their names transferred to the artisan branch of the service.
