McLean was extremely anxious to complete the organization of his regiment under the new method of recruiting to become strictly an Ohio regiment in every sense, subject to Dennison's and Mitchel's orders, that McLean deemed this to be his duty given the imminent danger to Cincinnati and the State of Ohio, that McLean's recruiting officers would relinquish their present letters of authority and receive from Dennison letters of appointment as Lieutenants, with the conditions which would attach to all recruiting officers in the future, and that they could then arrange the details of transfer of the tents, clothing, etc., from one department to the other.

Letter stating that although he could not personally bear arms in the war because of age and infirmity, he was able and willing to give a few weeks of undivided attention to the calls of the country, that Dennison was at liberty to assign him such a position as Dennison believed would enable him to be most serviceable, and that he was somewhat acquainted with Dennison during his six years in the Auditor of State's office as clerk under John Woods; providing references; and stating that he had a son- in-law in the army in western Virginia, a son in the 34th Indiana Regiment, and would be glad to be in active service himself were it possible, that if the military committee for the 1st Congressional District had not been appointed, and Dennison thought him a suitable person, a place on that committee would be acceptable, and that he had a horse and carriage which he used in his medical practice and both were at the service of the State should he be appointed.
