Letter stating that he wanted to procure the position of 2nd Lieutenant for a brother [James Kerr], that his brother was among the first to enter Camp Harrison as a Private, served for three months, re-enlisted for the war, and went with his regiment into western Virginia, where he remained until granted three months' leave to come home and recover from an attack of sickness, that although very unwell, his brother volunteered to go into Kentucky and was made Orderly Sergeant, that his brother was nineteen, and that given his brother's earnestness in the cause, natural intelligence, and experience, he was fitted for the position named.

Finch who was authorized to raise a company, that he had 56 men mustered into service in the 16th Regiment, Ohio Volunteer Infantry, that he felt it would be useless to go to the expense of a trip to Columbus until their company was full, and that he expected their company to be full the following week at which time he would make a full report to headquarters. Bears a note from G[eorge] W. Bailey, Lieutenant Colonel Commanding, [16th Regiment, Ohio Volunteer Infantry], certifying that W.R. Monroe was in camp with 56 men mustered into service.

Foster, who made application for a Lieutenancy under the late order of the War Department, was a gentleman of untiring energy, having been engaged in recruiting for the past few months, and that Foster was well qualified for the appointment and would not fail to enlist a company for the service during the war. Bears the endorsement of N.H. Van Vorhes, stating that Foster had been very successful securing recruits in the area; and notes from Foster applying for a Lieutenancy under the recent order of the War Department, and stating that his acquaintance would be most useful for recruiting in those parts of Athens County, Hocking County, Meigs County, and Jackson County which lay nearest together.

Letter stating that at the request of boys from Jolly [Monroe County, Ohio], he was requesting an order to raise and muster into camp a company of infantry in the course of four or five weeks, that there were many young men in the area who wanted to go into camp within the time stated, that if these men could not get into camp in a company, they intended on going to Wheeling and volunteering as Virginia soldiers, that there were recruiters from Virginia in the area daily and they were succeeding in getting some men to go, and that he and his men preferred going into camp at Marietta.

Letter stating that he had added several new recruits to his roll since he sent his muster in roll to the Adjutant General's Department on the way to Camp Tiffin, and that it would therefore be necessary to have some new muster in rolls; requesting five muster in rolls by express; stating that he would be leaving with the rest of his recruits for Wooster on October 8, and that since his company was the first full company mustered into service at camp, he trusted it would be the first company in the 16th Regiment, Ohio Volunteer Infantry; requesting that Mason see Adjutant General C.P. Buckingham and have the question settled; and stating that if he did not deserve such attention under all the circumstances, it would be "strange", that he had done much and served under many very inferior men, that he hoped for better luck in the 16th Regiment, Ohio Volunteer Infantry, that he wanted reimbursement for expenses and time incurred in raising his company, that he wanted his commission dated so as to cover the time occupied in raising his company, that there was no reason why officers in the regular army should be paid while volunteers were not for the same service , and that it was neither fair, just, legal, or honest.

Letter stating that another Kalida resident had just completed a company, that he was now recruiting a company and had some 40 men, and that according to the Commercial, when 30 men were recruited for a company a commission of 2nd Lieutenant was issued and the men sworn into service; asking if the Adjutant General's Department would issue him a commission; stating that he had been in the Mexican War; providing references; and stating that men were somewhat scarce in Putnam County, and that Putnam County already had 600 men in the field. Together with a letter dated October 4, 1861, from Matt. H. Nichols, Kalida, Ohio, certifying that William H. Wells was a man of good moral character, had seen service in Mexico, and would be a suitable person to recruit a company in Kalida.

Letter signed by seven residents of Carroll County, Ohio; certifying that Isaac Ulman was a man of good moral character and sober habits, and possessed qualifications for command; and stating that Ulman was Clerk of the Court of Common Pleas of Carroll County, that the Fall term for 1861 would conclude on October 12, and Ulman could not commence active operations until after that date, that if a company could be raised in Carroll County, Ulman was the man to do it, being active and popular, that they believed it would be to the advantage of the cause to give Ulman, as far as possible, exclusive authority in Carroll County, that Ulman had authority to raise recruits under the old arrangement, but could not operate successfully without getting up strife between himself and another person who also had authority to recruit, that the other person had left with his squad of men for another county, that Ulman was a man of not very extensive means, and that it would be well to allow transportation for Ulman.
