Letter asking what authority, further than had been given by the commanding officer of the regiment to men to recruit companies for the regiment, was necessary under the late order of the Adjutant General relative to recruiting; and stating that he was referring to the companies, the recruiting for which was authorized prior to the issuance of the order mentioned, and that some difference of opinion had arisen as to the effect of the order.

Letter stating that the Military Committee of the southern division of Belmont County met and unanimously recommended Andrew Smith, Philip King, A.J. Lane, John Glover, H.H. Norris, and Lewis G. Wright as suitable persons to receive the commission of Lieutenant for raising volunteers, and that the majority of these individuals already had some men on hand and were eager to be in a position to fill their companies. Bears a note substituting the name of Samuel B. Taylor for A.J. Lane.

Letter stating that they constituted the Recruiting Committee for Jackson County, and recommended Henry Clay Messenger to be appointed as 2nd Lieutenant for the 53rd Regiment, Ohio Volunteer Infantry. Bears a note from C.A. Trimble stating that Mackby, Johnson, Tripp, Jones, and Keith composed the committee appointed for Jackson County.

B. Morgan, Franklin, Warren County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that Samuel Woodward of Franklin and Samuel Campbell of Hamilton County, claiming authority from Colonel [Lewis D.] Campbell of the 69th Regiment, Ohio Volunteer Infantry, were interfering in the enlistment of men within the district assigned to him, that believing such interference contrary to the rules and regulations, he was requesting that Buckingham cause said opposition to cease until his company was completed, that he was still working hard, and that men were coming forward slowly.

John W. Mowry, Surgeon, 32nd Regiment, Ohio Volunteer Infantry, Cincinnati, Hamilton County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that if Buckingham had any papers to send to the 32nd Regiment, Ohio Volunteer Infantry, he would be pleased to take them if Buckingham sent them to Mansfield where he was going on October 14, and that Buckingham would confer a favor by sending his commission to Mansfield; and requesting that Buckingham inform him about Colonel [Thomas H.] Ford's horse.

Letter enclosing the certificate of the County Military Committee; and stating that he wanted a Captain's commission with authority to raise and command 150 men in a 6 gun artillery battery, that he could raise the men easily as there were many individuals locally who would go under him and no one else, and that he wanted the privilege of naming his Lieutenants, with the approval of the committee, as men wanted to know who their officers would be.

James Powers, Recruiting Officer for the 20th Regiment, Ohio Volunteer Infantry, Lordstown, Trumbull County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that he was aware that Buckingham did not want to be bothered with long letters, but he had some information to communicate and wanted to receive instructions, that the 15 days given him to recruit a company would expire on October 17, that he was employing his time to the best advantage, that he thought it would be advantageous to the recruiting system for Buckingham to extend his time 10 or 15 days, and longer if he went into camp with what he had, that when his 15 days expired, there would be a poor chance to fill up, that the other recruiters were assisting him all they could, and that after they went into camp, he would lose the recruiters' influence in persuading others to go with him; asking whether the recruits could be transferred to the 42nd Regiment, Ohio Volunteer Infantry or 43rd Regiment, Ohio Volunteer Infantry if that was their wish; requesting blank muster rolls; stating that when he started with his company, they would have to stay overnight at Cleveland; asking that some arrangements be made; and stating that he only got mail once a week.

Letter certifying that at a meeting of the Board of the Military Committee for Delaware County held at Delaware on Saturday, October 12, it was resolved that Thomas Buxton be recommended for appointment by Governor William Dennison as a 2nd Lieutenant to raise a company of volunteers (three years' service) in Delaware County for attachment to the 66th Regiment, Ohio Volunteer Infantry.

Jno. F. Waddel, Secretary, Military Committee, Highland County, Greenfield, Highland County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that the Military Committee of Highland County met at Hillsboro on October 9, organized, and appointed him as their Secretary and all correspondence to Buckingham from the committee would be through him; calling Buckingham's attention to the bad conduct of James Galloway, recruiting officer for the 18th U.S. Infantry; and stating that Galloway's post office address was Hillsboro, Ohio, that Galloway got drunk almost every day, had frequent street fights, one of which was seen by the committee, was getting no recruits, and was disgracing the service, that many of the prominent citizens of Hillsboro demanded that the committee should report Galloway to the Adjutant General's Department and have him removed from the place, that there were now as many commissioned Lieutenants recruiting in Highland County for the State regiments as they wanted, and that the whole ground was well occupied.

Letter stating that at a meeting of the Military Committee for the northern division of Belmont County held at St. Clairsville on October 12, the committee, being satisfied that Wilson S. Kennon was a man of good moral character and of such attainments as would fit him for the command of a company in the field and believing that he could recruit a company in Belmont County, unanimously resolved to recommend his appointment as 2nd Lieutenant of infantry and pledged themselves to aid him in raising a company. Letter reporting that in accordance with orders from Brigadier General O[rmsby] M. Mitchel, Captain [William E.] Standart's battery moved to Camp Dick Robinson on October 9 and reported for duty to Brigadier General George H. Thomas, that in pursuance of orders issued by Brigadier General O[rmsby] M. Mitchel, Captain [Dennis] Kenny's battery moved forward to Nicholasville, Kentucky on October 10 and reported for duty to Brigadier General G[eorge] H. Thomas, and that the two batteries were in fair condition for the field, although deficient in some minor articles of equipment; and stating that he trusted the batteries would be heard from in a satisfactory manner.

Buxton of Delaware County would present Buckingham with his recommendation from the Military Committee of Delaware County for a Lieutenancy, that Buxton had nearly a full company already raised, that as officers of the 66th Regiment, Ohio Volunteer Infantry at Camp McArthur, they wanted Buxton assigned there, and that this was agreeable to all the parties since Buxton was in their Congressional District.

McDonald as 2nd Lieutenant in the 66th Regiment, Ohio Volunteer Infantry would save to the service a number of men who might otherwise be lost; requesting said appointment; and stating that Lieutenant Colonel [James H.] Dye joined in recommending the appointment.
