Bears a note from Adjutant General C.P. Letter stating that being confined at home by sickness, he was taking the opportunity of writing to Dennison on behalf of a friend, that Andrew J. Kendall, the Sergeant Major of their regiment and who was acting as Adjutant, wanted an appointment as 1st Lieutenant and Adjutant in one of the new regiments currently forming in Ohio, that Kendall had served five years in the regular army, the latter part of the time as Sergeant Major of the 6th Infantry, an office which required a knowledge of the duties of Adjutant, that being much superior to the generality of those who enlisted in the regular army in time of peace, Kendall acquired during his military service a familiarity with the details of the service which eminently fitted him for the office of Adjutant and would render him a desirable acquisition to a new regiment, that Kendall was fitted by education and intelligence to be a command officer, that he knew of Dennison's desire to secure military knowledge in the officers of the new regiments, and that a paper recommending Kendall was drawn up and signed by Colonel [Edward P.] Fyffe and nearly all the officers of the 26th Regiment, Ohio Volunteer Infantry.

Letter stating that he had not noticed until he received Buckingham's printed circular the previous evening that it was his duty to report, that Highland County had relapsed into a state of "utter torpidity", that he spent the previous day with the County [Military] Committee and wrote a circular for them calling a meeting for October 17, that he hoped, since the election was over, to bring about a better state of feeling locally, that five companies in Highland County were expected to report for the 60th Regiment, Ohio Volunteer Infantry (one year's service), that three 2nd Lieutenants had failed at the end of the time allowed them, that N. Ellis of Delaware had a recommendation some days since, that if he could return the commissions of three individuals as having failed, it would justify Buckingham in appointing Ellis, that Buckingham's recent plan met with approbation and would work admirably, that they could not get their tents until the middle of the following week which retarded his success, that he was leaving on October 11 for Butler County and would report when he returned, and that he wanted to be in Kentucky, but could not get there.

Letter requesting an extension of time to recruit under his commission dated October 1, which he was unable to use until three or four days of the time had expired; and stating that he had scarcely a hope of making a satisfactory report when his time expired on October 15, that he felt justified in making the assurance that if his time was extended fifteen days more, he would be able to report very nearly a full company of good men, and that he had already expended about $50 of his own money and should the extension of time asked for not be allowed, it would be a severe sacrifice to him pecuniarily and to the service.

Letter stating that they had reason to believe that there were in their county some thirty or forty good men who would readily volunteer under their neighbor James Fernald, now a Corporal in Company E of the 8th Regiment, Ohio Volunteer Infantry, that these men would not volunteer under any recruiting officer yet appointed, and that their knowledge and information of Fernald assured them that he was in all respects a fit man to be appointed a 2nd Lieutenant and to secure the speedy enlistment of the men mentioned; requesting that a furlough be procured for Fernald for thirty days, and that Fernald receive a conditional 2nd Lieutenant's commission to become effective upon his recruiting; and stating that if Fernald failed to recruit at least thirty men within fifteen days from the date of his commission, he would immediately return to his present service.
