Letter stating that under enlisting orders from Mason, he recruited a squad of men and united with a squad under Captain [John S.] Clemmer of Mogadore and Lieutenant [Josiah] J. Wright of Akron to form a company which was currently at Camp Giddings, that he had supposed Mason was informed of this by A.C. Voris, that from the tenor of the circular dated October 4, he was led to believe that perhaps Mason was not aware of what disposition had been made of himself and his men, and that the unit was Company G.

Letter stating that Dr. Kellum of Clermont County had been with them on October 17 and promised to come back next week to assist with the formation of the regiment, that Dr. Kellum suggested that his brother, Sanford W. Kellum, could raise a company for the 60th Regiment, Ohio Volunteer Infantry (one year's service) in Clermont County, that he hoped Buckingham would feel at liberty to confer the necessary authority on Sanford W. Kellum, that he understood Lieutenant Clough of Butler County had failed and Buckingham could give Clough's authority to Sanford W. Kellum, and that he had to meet wars from without and within, but he was bound to triumph.

Letter stating that the Military Committee for Lorain County met on October 17 and took efficient measures to secure a thorough organization of Lorain County, both for recruiting soldiers and obtaining supplies of clothing, that the committee unanimously recommended Frank C. Loveland, John A. Pendergast, Frederick H. Dibble, and Albert Northrop to be commissioned as 2nd Lieutenants, that Loveland, Pendergast, Dibble, and Northrop were men of irreproachable character, that the personal influence of Loveland, Pendergast, Dibble, and Northrop together with the aid of the committee would enable them to secure a large number of men, notwithstanding the fact that Lorain County already had over 1,000 men in the field, that the committee had Lorain County's patriotic ladies zealously at work securing clothing and had appointed a committee in each of the 21 townships to personally solicit donations, that the committee would be disappointed if it was not able speedily to respond to the call for clothing in a satisfactory manner, and that he hoped to present in the end a good record for Lorain County; and asking if the notice of appointments would be sent to the candidates or the committee.

Phelps of Painesville as the man best qualified and the most competent to command a battery of artillery; and stating that Phelps could raise more men than any man in northern Ohio as they all had confidence in him.

Letter stating that he did not know Mr. Gilmore, that after receiving Buckingham's telegram, he heard that Gilmore had been in the three months' service, was no officer, was a gambler, and drank, that he would be wary to put one less competent above his Major and Adjutant, that he wanted an organization badly and it hurt him to wait, that the Ohio and staff officers were all right and he did not want to lessen the qualification unless he could not do otherwise, that he now had enough men to muster in, but he wanted his regiment organized as an Ohio unit, that he would, in case there was no other more competent officer, put up his Major for Lieutenant Colonel and Fayer Tappan as Major, although he still preferred a good, older man of good voice, that as to Sutler, he had one nominated by Corwine and Gurley, that he had no Chaplain, but had offered it to the Rev. Granville Moody of Cincinnati, that if additional companies were sent, it would make two regimental organizations, that he did not know any place in greater need, that if the companies could be sent disconnected with any other than company officers, it would not embarrass anyone, that the arms on hand were chiefly Austrian muskets which had not been rifled, that they should have good arms, that Captain Mitchel of Dayton had 45 men in his regiment, that his son had about the same number, and that at one point his son had a full company, but they ran off.

Motes had been commissioned to recruit a company for the 48th Regiment, Ohio Volunteer Infantry and now had 40 or more recruits with fair prospects of being able to fill his company, that the 68th Regiment, Ohio Volunteer Infantry at Camp Latta, in consequence of the large number already gone into the service from the district, was being filled with much labor, that in justice to the 68th Regiment, Ohio Volunteer Infantry and the district, Motes ought to be transferred to the 68th Regiment, Ohio Volunteer Infantry, that the district now had three regiments in the field and three more in process of formation, that this was taking from their part of the State much more than its proportion, causing much inconvenience and damage to their new and enterprising section, that Defiance County, with a voting population of two thousand, had four full companies in active service and two more well under way, that they did not make their statements in any spirit of complaint, and that in justice to their own regiment and the interest of the service, they thought that the 68th Regiment, Ohio Volunteer Infantry should be filled before taking their recruits to distant, older, and more populous parts of the State.

Teeters to a recruiting Lieutenancy for the 79th Regiment, Ohio Volunteer Infantry, that the committee certified that Teeters possessed all the qualifications required by the September 27 instructions of the Adjutant General, and that the committee recommended Teeters for the district of Hocking County and Meigs County, and believed that Teeters could recruit a company therein.

Letter stating that at a meeting of the Military Committee of Crawford County held on October 18, it was resolved that the time of Lieutenant E.B. Finley, assigned to Crawford County for enlistment of recruits for the 64th Regiment, Ohio Volunteer Infantry, should be extended to November 13 and that Finley should remain with his men at Bucyrus for the same period, that eighteen meetings commencing October 23 and ending November 9 had been scheduled by the committee throughout Crawford County and speakers provided under the Governor's proclamation of October 11, and this would aid very much in procuring recruits, that if Finley's men remained at Bucyrus, their exertion and influence would prove great auxiliaries in procuring recruits, that there was a good military tactician who had kindly consented to drill and discipline Finley's men during the period they remained at Bucyrus and who had been thus far giving them instructions, and that there would be a fair prospect of Finley procuring a full company if his time was extended.

Letter stating that at a meeting of the Military Committee of Lake County held on October 18, it was resolved that a letter be addressed to the Governor and Adjutant General representing the action of the committee in recommending S.W. Phelps for a commission to recruit for a battery and the action of the Governor in appointing Lieutenant [Charles A.] Weed of the 7th Regiment, Ohio Volunteer Infantry to recruit for the same purpose without such recommendation, setting forth that the committee believed Lake County already had her full quota of men in the field, but believed with their aid a battery could be recruited in Lake County and adjoining counties, and inquiring why the committee had not been consulted regarding the appointment of Weed, that the committee had been led to believe by General Order Number 58 dated October 8, 1861, that no orders would be issued to recruiting officers without the certificate of the committee, that the committee gave a certificate to S.W. Phelps to recruit for a battery, that on October 15 or 16, Phelps received a communication from the Adjutant General informing him that the State could not equip any more artillery at present and declining to issue an order to him, that on the same day, Lieutenant Weed of Company D, 7th Regiment, Ohio Volunteer Infantry (being at home on furlough) received orders from the Adjutant General to recruit for a battery of six guns despite the fact that Weed had not received a certificate for that purpose from the committee, that the committee members felt they had not been treated properly and that General Order Number 58 had not been observed by the military authorities at Columbus, that Phelps had 25 or 30 men engaged who would enlist under him, but not under Weed, that Weed was a good infantry officer and wished to recruit for Company D, 7th Regiment, Ohio Volunteer Infantry in order to fill up the company, and that this was all, in the opinion of the committee, which Weed could properly attend to since he was an invalid.
