Murdock], who promptly responded to the first call for volunteers and after that promptly took on the three years instead of the three months obligation and was now in service in the 10th Regiment, Ohio Volunteer Infantry in western Virginia as Orderly Sergeant, had a chance for promotion to a Lieutenancy in his company, that he was assured Murdock was entitled to the promotion for meritorious service in raising and disciplining the company and also for service done in the field, that he was further assured by officers and men in Murdock's regiment, but not his company, that opposition to Murdock's advancement was made, that he knew Murdock to be an energetic, patriotic, gentlemanly young man worthy of confidence and trust, and that any amount of testimonials as to the worthiness of Murdock for promotion could be furnished whenever needed. Letter stating that they were working hard with abundant encouragement, but in a contested field, that they needed to bring to bear all the influence they could command to make success sure, that they had secured the cooperation of the best men in Gallia County to carry them through there, but on a contingency involving the Majorship, that they pretty nearly commanded the field in Meigs County, but would need to control the regimental appointments to secure success, and that they were putting the best men into the field and were confident of commanding Dennison's approbation in their recommendations; requesting that they be allowed time in the matter of appointments to complete their arrangements; stating that about the time of their order and shortly thereafter, a number of 2nd Lieutenant commissions were issued which made their work harder in the district; and requesting that Lieutenants hereafter commissioned in their district be assigned to the 79th Regiment, Ohio Volunteer Infantry.

Sowers, who wanted to obtain the position of Major in one of the new regiments forming in Ohio; stating that Sowers was 1st Lieutenant in Company F, 4th Regiment, Ohio Volunteer Infantry (three months' service) known as the Canton Zouaves and afterwards Adjutant and Drill Master of the 19th Regiment, Ohio Volunteer Infantry (three months' service) which did such effective service at the battle of Rich Mountain, that Sowers was a young man of military education and acknowledged by competent military men to be among the best drill officers in the service, that Sowers was willing to risk his life and health again in the service of his country if he could get a position in the army to which he thought his military knowledge and experience justly entitled him, and that Sowers was a young man of irreproachable moral character, of liberal education, a rigid disciplinarian, and worthy in every respect of the position he aspired to; and providing references.

Letter stating that he feared he would not succeed, that he had about 30 men who agreed to go and agreed to come up to be sworn in on a certain day, but government agents had been to the area offering $25.00 per month for teamsters and his men "fled like quail", that he was satisfied he could not succeed and was willing that his commission should be cancelled, that he did not desire to be drawing pay without being any benefit to the department, that if he did not succeed, he would not charge for more than 20 days if the Governor saw fit to extend his time, that to state the thing fairly, he had not much prospect of success, and that there were more men trying to recruit in Vinton County than at any other period and he was satisfied that but few would succeed; asking if all those operating in Vinton County were commissioned; and stating that if all those operating in Vinton County were commissioned, the [county military] committee had certainly done wrong in recommending them, and that if any of those operating in Vinton County did not have authority, they should be stopped as they were injuring the cause.

Sowers, late Adjutant of the 19th Regiment, Ohio Volunteer Infantry (three months' service) and now of Mount Vernon, that Sowers had an excellent reputation as a drill officer, that Sowers' superiors in the late service spoke in terms of praise of his military talents and skill, and of his soldierly deportment, and that from all he had seen and heard, he considered Sowers eminently well fitted to fill at least the office of Major of a regiment.

Letter stating that they learned with regret that Chester W. Selfridge failed to obtain a 2nd Lieutenant's commission to recruit for the 53rd Regiment, Ohio Volunteer Infantry, that they had no doubt whatever that Selfridge could recruit a company of men who no one now commissioned as a 2nd Lieutenant could, that Selfridge had for a long time been engaged as manager of various [iron] furnaces, that Selfridge was now the manager of Latrobe Furnace and could obtain 25 or 30 men at said furnace, that Selfridge had a great influence among the furnaces with the "hands", and they were the kind of men who were fitted for service, and that they had no doubt of Selfridge's ability to raise a full company immediately; requesting that Dennison grant Selfridge a commission as 2nd Lieutenant; and stating that they believed that 3 or 4 of those who had obtained commissions from Jackson County would fail to obtain the required number of men, that Jasper Smith, commissioned as a 2nd Lieutenant, had failed and gone into the Virginia service, that Robert Phillips would also fail according to his own statement, that they had no doubt of the failure of from 3 to 5 individuals who had been commissioned to raise 30 men, and that the committee had adopted the rule of recommending, from that time on, only those who could beyond a doubt raise companies.
