Letter stating that they were requested by several of the contributors of the army supplies forwarded by the committee that day, to inquire if the supplies could be sent to Scioto County troops in western Virginia and if supplies could be sent, in charge of an agent, directly to friends in service, that many preferred to contribute in that way and would contribute in no other, that they were still uninformed as to whether recruiting permits issued before October 1 were still valid, that there were many such permits in Scioto County with no expiration date noted, that they were quite sure some of the companies being recruited under these permits would never be full, and that there were more persons recruiting in Scioto County than could operate to any advantage; and providing information regarding the number of men furnished by Scioto County.

Sheldon for the office of Lieutenant in the service, that Sheldon was 24 years old and the son of a Huron County farmer, that Sheldon had served for nearly six months in Company C (the Oberlin Company) of the 7th Regiment, Ohio Volunteer Infantry, that Sheldon was very badly wounded in the Battle of Cross Lanes (Virginia), but was now recovering, that Sheldon did not propose to stand in the way of recruiting for the 55th Regiment, Ohio Volunteer Infantry, that Sheldon would cordially assist in filling up the ranks of that regiment, leaving his own chances for promotion out of the question until it was consistent with the good of the service to consider him, and that they believed Sheldon had some slight acquaintance with the Governor.

Letter stating that he would have some 200 men in camp early next week, that if they had their camp equipage, uniforms, blankets, etc., it would help the enlistment very much, that he felt confident of success in filling up the 72nd Regiment, Ohio Volunteer Infantry, and that it would require more time than the 30 days specified in his appointment; requesting an extension of time; asking that the necessary regimental books be sent; and stating that he had not yet received the new order for recruiting.

T[homas] Clark, Major, 29th Regiment, Ohio Volunteer Infantry, Camp Giddings. To Assistant Adjutant General R[odney] Mason. Letter stating that a notice had been received directed to John S. Clemens, a recently appointed 2nd Lieutenant, stating that his appointment had been revoked for failing to report daily his success, etc., that there should be no blame attached to Clemens, that Clemens' company was in camp before his appointment, and numbered sixty-two when he came to camp and had since been increased to eighty-three, that Clemens came to camp on September 30 and was mustered that day at Cleveland, that Clemens had been reported in their morning reports as in command of Company G, that when he was in Columbus, he tried to get Clemens appointed Captain instead of 2nd Lieutenant, but could not accomplish it, that in a few days, an election roll of Company G showing Clemens' name as the unanimous choice for Captain would be sent, and that if there was any blame to be attached to anyone for Clemens' failure to report, he would bear it.

Letter reporting on the activities of various Recruiting Lieutenants; and stating that they had received no camp furniture whatever, that their men were without bed clothing, except that which they furnished themselves and what the kindness of the citizens of Adams County "gratuitously" provided, that from what he had learned, it would be some days before the U.S. furnished them with anything whatever, that of necessity, many of their men were compelled to be absent on furlough so as to be provided for, that he was furnishing the camp furniture himself as fast as he could procure it, and that they had not yet commenced to fill the blanks for regular morning reports as they had yet no Captains or other officers except the Recruiting Lieutenants.

Letter stating that they were informed that Henry Topping of St. Clairsville was about to apply for an appointment as Adjutant of an Ohio regiment; recommending Topping as an accomplished young man of excellent character and high standing; and stating that they had no doubt of Topping's qualifications for the position, that Topping was now engaged in the practice of law, that Topping was 26 years of age, that Topping was a division engineer on the Cleveland and Pittsburgh Railroad during its construction, and discharged his duties as such satisfactorily, and that they believed Topping to be a good topographical engineer. Letter stating that one of the best and most reliable men in Coshocton County, Pren Metham, had raised over 50 men for the war and desired to go into the 80th Regiment, Ohio Volunteer Infantry at Camp Meigs, Canal Dover, that Metham could easily fill his company and it would be a good one, that Tuscarawas County and Coshocton County would fill the 80th Regiment, Ohio Volunteer Infantry, and that when they got such "sterling" men as Metham at work, the right material fell in; and requesting that Metham be sent a 2nd Lieutenant's recruiting commission.

Myers of Bellefontaine had written asking him to write Buckingham on the subject of an artillery company, that the Bellefontaine area was not represented in any artillery company, that Myers deserved an appointment as Captain or Lieutenant of an artillery company, that Myers was a man of good morals, temperate, and energetic, that Myers was a reliable Union Democrat who was zealous for the Union ticket, that Myers was a man of fair business capacity, that Myers was a mechanic, had been a partner in a foundry, and conducted a stove and tin shop, and that Myers belonged some years ago to an artillery company at Mansfield.

Letter requesting to be told about Greenwood because he did not understand the matter; and stating that he was confident Buckingham would do nothing but for the public good and was willing to be governed in any appointment by Buckingham's recommendation, that Buckingham's suggestion about a Military Board would be carried out whenever Buckingham deemed it expedient, that Buckingham's position gave him more opportunity to know of the inefficient officers, that Buckingham's account of Fitzgerald was "horrible", that he was utterly "confounded", that he had seen little of Fitzgerald for many years, but knew him as an Examiner in the Patent Office and then as a Patent Lawyer in New York, that he had been at Fitzgerald's house and knew that Charlie Mason boarded with him, that he often spoke to Mason about Fitzgerald and never heard a whisper of intemperate habits before, that he was informed Judson would arrive in a few days hoping to be made a Colonel, that they would move with a little more caution the next time, and that Judson was to him a perfect stranger.

Letter stating that through [William D.] Wesson, Regimental Quartermaster, he was advised of Dennison's views respecting the appointment of Colonel Hawley of Lawrence County as Lieutenant Colonel of the 73rd Regiment, Ohio Volunteer Infantry, that under present circumstances, it would be a very delicate task to approach Colonel [Jacob] Hyer with a proposition to take a lower rank, that given the uncertainty of results in Colonel Hawley's region, he could not convince himself that Hawley's appointment to the 73rd Regiment, Ohio Volunteer Infantry would prove an element of strength as regarded numbers, that he was confident the existing vacancy in the Majority was advantageous rather than injurious, that there were several gentlemen in the area and on the line of the railroad who were abundantly qualified for the place and who would gladly accept the appointment, that upon consultations with the County [Military] Committee, in conjunction with Dr. Trimble of the District [Military] Committee, he found they concurred with his opinion that it was desirable to hold the appointment open for some time yet, that the recruiting business was progressing slowly, but with some progress, that reports from Lieutenants on October 24 showed 341 men sworn in, that since Colonel Gilmore had been expecting, during the week, to vacate Camp Worthington, he had deemed it advisable to permit the officers to subsist their men outside of camp until Gilmore's departure, and that the County [Military] Committee had just completed arrangements for public meetings to be held in every township in Ross County, from which they had confident expectation of favorable results; and requesting that no appointments or transfers be made to the 73rd Regiment, Ohio Volunteer Infantry without previous advice from himself or the [County Military] Committee.
