R[alph] P. Buckland, Camp Croghan, Fremont, Sandusky County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that he and the Military Committee of Sandusky County recommended Henry J. McCord of Sandusky County for the position of 2nd Lieutenant in the 72nd Regiment, Ohio Volunteer Infantry, but Buckingham declined to appoint McCord as a 2nd Lieutenant and instead appointed him to assist 2nd Lieutenant Leroy Moore, that McCord was not satisfied with the appointment and had since procured an appointment for the 57th Regiment, Ohio Volunteer Infantry, that several other appointments had been made in the 57th Regiment, Ohio Volunteer Infantry of men who desired, but could not procure, appointments in the 72nd Regiment, Ohio Volunteer Infantry, that Colonel [William] Mungen told these men that he could procure the appointment of as many as he chose, and that Buckland could do the same if he wanted to, that Mungen's statement had created the impression that Buckland was not acting in good faith towards these men and had done injury to the recruiting cause, that he thought he had reason to complain about the appointment of so many 2nd Lieutenants in Sandusky County for the 57th Regiment, Ohio Volunteer Infantry, that these appointments had injured the 72nd Regiment, Ohio Volunteer Infantry while they did the 57th Regiment, Ohio Volunteer Infantry very little good, that he had not sought to have one appointment made in any county where other regiments were being organized as he did not think it right to do so, that now he insisted that if Henry J. McCord was appointed a 2nd Lieutenant in any regiment it should be in the 72nd Regiment, Ohio Volunteer Infantry, and if McCord had already been appointed, that he should be transferred to the 72nd Regiment, Ohio Volunteer Infantry, and that the camp equipage for the 72nd Regiment, Ohio Volunteer Infantry had arrived and Camp Croghan would be organized the following week.

Day of Hamilton County, wanted an appointment as Lieutenant in Captain [Henry F.] Hyman's artillery company (Battery I, 1st Regiment, Ohio Volunteer Light Artillery), that Day was a gentleman whose character, education, intelligence, and capacities well qualified him for the position, that Day wanted to devote himself wholly to the service of the country during the war, and that he had no doubt of Day's patriotism and ability to render efficient service.

Letter stating that Lieutenant H.[W.] Shepherd of Company B, 39th Regiment, Ohio Volunteer Infantry was a reliable man and a faithful officer, that Shepherd's ancestors were in the Revolutionary War, that Shepherd had a good education, business talent, and good habits, that for years, Shepherd was an officer on the western steamboats, having much to do in the management of men, that Shepherd was highly esteemed in the regiment and should be promoted, and that in all Dennison's arduous labors for the commonwealth, "may the arm of Jehovah sustain you".

Haskin, Major, 63rd Regiment, Ohio Volunteer Infantry; stating that at the request of Colonel [W.] Craig, he was authorized to consider the application of Daniels and recommend some assistants; and recommending Daniels for appointment as 2nd Lieutenant in Washington County and adjoining counties, C.B. Williams as assistant to Lieutenant Robert Booth, and Isaac B. Kinkcad as assistant to R.K. Shaw. Also bears the recommendation of the Washington County Military Committee dated November 4, 1861.

Matthews of Cincinnati had shown him a letter to Dennison dated November 1, 1861, that many of the statements therein concerning Matthews' qualifications and his services in the several capacities in which he had acted were true, that he looked upon Matthews as the most active and successful recruiting agent who had been in the area since the war commenced, that he had no doubt of Matthews' ability to fill the post of Adjutant, and that he would recommend Matthews for the appointment.

Carran had been in their employ as Elder Brother for nearly two years and had recently been a member of Western Reserve College, that Carran wanted to procure a commission as 1st Lieutenant in Captain Giesy's company, that Carran had been assisting Giesy in recruiting, that Carran had considerable experience as a drill officer while on the Farm, that Carran was also an officer in a company at college, and that from what he knew of Carran, he could recommend him as competent to fill, and worthy of the appointment sought.

Copy of a letter stating that Joseph Hamilton of Summit Township made application for a recommendation for a 2nd Lieutenancy and presented a paper signed by fifty-two persons who agreed to volunteer with him, that Hamilton was competent to command a company, that they believed Hamilton could enlist sixty or more men and recommended him for said position, that John H. Hamilton of the same place wanted an appointment as assistant to Joseph Hamilton, and that they recommended John H. Hamilton as such.

Letter stating that he had been unexpectedly delayed until recently in making his trip to General [William S.] Rosecrans' headquarters to get an endorsement upon the order for his transfer from the 8th Regiment, Ohio Volunteer Infantry to the position of Quartermaster in the 2nd Regiment, Ohio Volunteer Cavalry, that the transfer met with the approval of Rosecrans, but he learned by telegraph from Washington that the transfer must be made by General Scott, and that Rosecrans said he would send the transfer properly made out and signed by Scott in twelve or fifteen days; and asking if the place of Quartermaster could be kept open for him for that length of time.

Letter stating that the committee thought it doubtful that any full companies could be enlisted in Monroe County at that time unless Buckingham granted them a regiment for the 17th Congressional District, that if Buckingham did so, the committee thought that four or five full companies would be promptly raised, that the committee had recommended four persons as Lieutenants who could promptly raise 30 men each, and that these persons were willing to bring their men into camp and to be placed into companies by the Colonel, but preferred to be attached to parts of companies now in camp rather than to be placed together in one company.

Letter stating that Lieutenant Colonel [James H.] Dye had issued an order requiring all the Lieutenants recruiting in Champaign County for the 66th Regiment, Ohio Volunteer Infantry to report with their men in camp on November 6, and that in view of this, the committee requested that Buckingham not revoke any of the Lieutenancies until after November 7.

Letter stating that he had already written concerning the difficulty attendant upon the present system of recruiting in relation to persons wishing to enlist and wanting to know who their company officers were to be prior to enlistment, that he was recruiting for the 65th Regiment, Ohio Volunteer Infantry and popular sympathy locally was in favor of the 80th Regiment, Ohio Volunteer Infantry, not from any objection to [John] Sherman, but from sympathy in favor of the 80th Regiment, Ohio Volunteer Infantry on account of Coshocton County being placed in its recruiting district, and that the Military Committee of Coshocton County wanted him to enter the 80th Regiment, Ohio Volunteer Infantry; asking if he could be transferred from the 65th Regiment, Ohio Volunteer Infantry to the 80th Regiment, Ohio Volunteer Infantry with the recommendation of the Military Committee of Coshocton County; stating that he had mustered in none yet for the 65th Regiment, Ohio Volunteer Infantry, although a number wanted to be mustered in that day provided they could go into the 80th Regiment, Ohio Volunteer Infantry; and asking if his time could be extended with the committee's recommendation.

Beechler, Company A, 51st Regiment, Ohio Volunteer Infantry in reference to his appointment as 2nd Lieutenant, with Dennison's endorsement, that he had no sufficient opportunity from personal observation to form a judgment of Beechler, that he was told by Beechler's former Captain, [Mathias H.] Bartilson, that Beechler was a man of energy and determination, a good soldier, drank occasionally, entirely uneducated, and rough in his manners, and that Beechler had labored under great disadvantages and promotion would perhaps, after a while, stimulate him to greater improvements.

Letter stating that based upon the best information he could obtain from the 36th Regiment, Ohio Volunteer Infantry, he judged that Major [Ebenezer B.] Andrews was determined to drive Lieutenant R[euben] L. Nye from the regiment, that Reuben L. Nye was a young man of more than ordinary talent and well fitted, so far as limited opportunities of acquiring knowledge of military matters could fit him, to make a good officer, and that the treatment Reuben L. Nye had received was calculated to curb his zeal.

F.C. Searl, Chairman, Scioto County Military Committee. To Adjutant General C.P. Buckingham. Letter stating that A.L. Martin of Scioto County was engaged in recruiting for a Kentucky regiment, that Martin's 2nd Lieutenant was also a resident of Scioto County, that they interfered considerably with recruiting sanctioned by the committee, that Martin and his 2nd Lieutenant had been notified to desist, but continued to interfere and occasionally sent off a few men, that recruiting was progressing finely in Scioto County, that they would soon have three times their quota enlisted, but there were more companies started than could be filled, that they thought the service required that several of the companies should be consolidated as soon as the recruiting officers' commissions expired, and that most of the Lieutenants had raised all the men they would be able to get.

Letter stating that some of his recruiting Lieutenants had difficulty in transporting their men on the Pittsburg, Fort Wayne, and Chicago Railroad to Mansfield on the transportation certificates furnished by Buckingham, that it was said that a new form had been adopted requiring the signature of the commanding officer, and that if this was so, he wanted some blanks.

Letter stating that they had just learned that Ebenezer White had received the post of Quartermaster in a regiment forming, and that such appointments would be protested against by all loyal citizens of Ross County and adjoining counties; requesting that Dennison hold the appointment for a day or two and wait for particulars since White was a member of the Knights of the Golden Circle; stating that he had always been loyal; and referring to E.F. Lewis and all good citizens. Bears a note from A.P. Miller imploring Dennison not to appoint White to a Quartermastership or any other office; and stating that if there was a secessionist at heart in Ohio, White was one, and that if White had been appointed, he should not be allowed to hold the position another hour.

Harmar of Defiance; enclosing a letter from Harmar soliciting the appointment of Sprague and a petition of the men; and stating that Sprague had been a Captain in the 14th Regiment, Ohio Volunteer Infantry (three months' service).

Letter stating that most of the 2nd Lieutenants appointed to recruit for the 48th Regiment, Ohio Volunteer Infantry had been, except in one or two instances, of greater injury and drawback to the filling up of the regiment than Buckingham had any idea of, that if he had the power to recruit, quarter, ration, and transport troops, his regiment would have been full long before, that he had nearly 600 men recruited, 454 of whom were mustered in, that of that number, none of the 2nd Lieutenants, except two, had recruited over twenty men, that 2nd Lieutenants were a "failure", that he would fill up the balance of his regiment in a very short time if he was mustered into the service with authority to recruit, and that he protested against receiving Lieutenant Coverdale's company.

Letter stating that the resignation of R[aymond] Alston, Captain of Company B, 26th Regiment, Ohio Volunteer Infantry, and the promotion of the 1st and 2nd Lieutenants left a vacancy which the enclosed petition asked to be filled by appointment of A[sahel] R. Franklin, that A.R. Franklin was the son of William B. Franklin, the Auditor of Ross County, that A.R. Franklin was a young man of good moral character, was well educated, and possessed a strong constitution, common sense, and a great love for the profession of arms, that he recommended A.R. Franklin, and that it was the wish of the members of Company B, 26th Regiment, Ohio Volunteer Infantry that one of their own number should be appointed.
