Letter stating that the recruiting service in Scioto County could be accelerated if volunteers could make some assignment or power of attorney authorizing persons furnishing their families with provisions, etc., to draw a part of their pay, that there would be no difficulty in getting individuals to advance provisions, etc., if there could be something to secure the payment out of the wages of the volunteer, that there was some order made in that direction, but for want of forms and instructions, they had been unable to avail themselves of its benefits, that Scioto County had furnished a large number of volunteers and recruiting was still going on rapidly, that most of the men who volunteered were poor and left their families destitute, that they had already exhausted all the funds in the county treasury in rendering relief, that they had thought of asking their township committees to take this matter in hand and get donations of produce, clothing, etc., for such families as required relief in their respective townships, that the circumstances would be easily known to the local committees, and that the means of supply was there at hand; and asking if they should do this.

Letter stating that they had held their election or canvass for company officers and found that a man named Kaufman had fallen sadly in arrears in the votes, and that Kaufman was trying to force himself upon the company through the military committee of the county in which he resided; requesting that Buckingham sign no commission for Kaufman as an officer in their company; and stating that Captain Faulhaber's company was recruited under the old regulation. Letter stating that an encampment had been established in the area by some of those recruiting for the 75th Regiment, Ohio Volunteer Infantry, that it was thought the attraction of an encampment in which the discipline of the army was observed would tend to stop the "stampede" of their men to Virginia and Kentucky for the purpose of volunteering, that there were five encampments in Virginia and Kentucky on the border with Lawrence County, and that during the past month, about 200 men from Lawrence County had been recruited by Virginia and Kentucky.

Letter stating that on November 9, he was called upon by several of the citizens of Mercer County to visit the southern part of their county, address a meeting, and advise and direct the recruiting officers then at work, that he had done this, that all of Mercer County now gave evidence of speedily sending more volunteers into the service than would be her full quota, and that four recruiting Lieutenants were busily at work; and reporting on the progress of these Lieutenants.

Bidle of Medina was on his way to Columbus to be mustered in as a 2nd Lieutenant, that Bidle wanted to be appointed for the 72nd Regiment, Ohio Volunteer Infantry, that there was one German company for the 72nd Regiment, Ohio Volunteer Infantry which was making good progress, that he was anxious to have Bidle appointed for the 72nd Regiment, Ohio Volunteer Infantry and so were his German friends locally, that he understood R.B. Smith, who was appointed for the 72nd Regiment, Ohio Volunteer Infantry, would not accept the appointment, and that he wanted Bidle appointed in Smith's place.

Letter stating that the bearer, Adam Kaufman, was visiting Buckingham for the purpose of securing the 2nd Lieutenancy of Company B, 57th Regiment, Ohio Volunteer Infantry, that Kaufman had the recommendation of the Military Committee of Seneca County, that Kaufman had a certificate from Captain [Phillip] Faulhaber attesting to the fact that he had enlisted thirty men, that Kaufman had labored incessantly for more than ten months, had abandoned his business, and had spent his money to recruit the company, that Kaufman had been the most efficient man engaged in raising the company, that Kaufman was entitled to the position by every consideration of right and justice, that Kaufman was some six weeks ago elected 1st Lieutenant of Company B, 57th Regiment, Ohio Volunteer Infantry, which election had been found to be illegal, and that a new election had been ordered for the avowed purpose of depriving Kaufman of the position.

Letter stating that the company at Frankfort in Ross County, the recruiting for which John M. Wisehart held the permit, had really been recruited by Wesley McGinnis, that the members of this company had been sworn in as recruits for the 22nd Regiment, Ohio Volunteer Infantry by Wisehart himself, that they had drawn tents, etc., from his Quartermaster upon Wisehart's requisitions, that as far as he knew, with the exception of Wisehart, all the officers and men of the company wanted to come into the 22nd Regiment, Ohio Volunteer Infantry, that he was informed and believed that Wisehart was trying to sell the company to some regiment now at Camp Dennison for an interest in the sutlership or other position for himself, that Wisehart professed to have the leave of the Governor to go with any regiment he preferred, that he did not believe this, that he knew that a company raised for the 16th Regiment, Ohio Volunteer Infantry had started from Ashland for his camp and was stopped at Columbus by Buckingham's order, and forbidden to go into any other regiment than that for which it was recruited, and that he would hold no communication with companies recruited for other regiments because he supposed such things were wrong in principle and forbidden by rules; requesting an immediate order in reference to the Frankfort company as it would be going to Camp Dennison in a few days unless stopped; and stating that if given the order, he would promptly settle the question as to the company's regimental connection.

Harter, wanted a recruiting permit, that Harter was an active, energetic man, that he wanted Harter to go with him, that Harter belonged to one of the most prominent families of Miami County, that Harter would have been in the service already, but his business had been such that he could not leave it without a great sacrifice, that Harter had now at considerable sacrifice arranged to leave his business, and that he wanted Harter appointed as a Lieutenant.

Stanley Matthews, Colonel, 51st Regiment, Ohio Volunteer Infantry, Camp Dennison, Hamilton County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that Mr. Scovill, as agent of the State, had issued to the 51st Regiment, Ohio Volunteer Infantry a supply of the Greenwood rifled muskets in generally good order for that class of arms except that the bayonets were difficult to be fitted, being either too tight or too loose, that since this issue, Scovill had furnished to the 19th Regiment, Ohio Volunteer Infantry a different and very superior arm, that these arms were new and had spring bayonets, that Scovill said these arms were supplied by special order from Columbus, that he would not have uttered a word of complaint if the arms they received were the best or the only ones which could be furnished at the time, but they were not, that if there was not a sufficient supply of the best arms for all the regiments, he thought the regiment first reported ready for the field was entitled to the preference, and that he appealed to Buckingham to have this injustice repaired.

Letter stating that since his earlier letter regarding the arms issued to the 51st Regiment, Ohio Volunteer Infantry, he had further conversation with Mr. Scovill and learned that the State had 5,000 imported muskets which were in good order, and that some of these muskets had arrived in Cincinnati; requesting that an order be issued allowing them to substitute the imported muskets for those they now had; and stating that the regiments now ready for the field should have a choice of the arms on hand.

Letter stating that having been appointed as a member of the Military Committee of Noble County, he felt it was his duty to do what he could in regard to increasing the army, that seeing the great "backwardness" of the people to enlist, he had been trying to inform himself who would be the most likely to get up companies, that there was no person in Noble County who he thought would be more successful than Dr. Edward Ellis, who currently held the office of Hospital Steward in the 25th Regiment, Ohio Volunteer Infantry at Cheat Mountain, [Virginia], and that Ellis was now at home on furlough; nominating Ellis for an appointment as a 2nd Lieutenant; and stating that Ellis was a moral, upright, and temperate man, that Ellis was a good and thorough Republican, and that Ellis was one of the first to enlist from the area.

Hosford, that Hosford had ten men sworn in when his thirty days expired and the promise of over fifty more as soon as they got through with their corn harvest, that as the policy of the Military Committee of Lawrence County was to keep but one recruiting officer in the field, the committee preferred to ask for a renewal of Hosford's commission to recommending a new man for appointment, that in canvassing Lawrence County for recruits, the members of the committee directed persons ready to volunteer to report themselves to Hosford at Ironton, that some dissatisfaction and embarrassment was growing out of the recall of Hosford's commission, and that he had no personal knowledge of this matter.

Letter stating that he had, in conjunction with others, been engaged in enlisting men to form a regiment of sharpshooters for the Western Department, that they had concluded to join together and form an Ohio regiment if permission could be obtained, that Major E.C. Catherwood of St. Louis, who in the arrangement had been named as Colonel, had three full companies or about 300 men, that L.A. Hendrick of Cincinnati, the Lieutenant Colonel, had about the same number in Ohio, that Hendrick's men were not sworn in and there might be a falling off from the figures, especially since the removal of [John C.] Fremont, and that it was thought they could start with from 500 to 600 men if the arrangement was properly made, and had fair prospects for a speedy completion of the regiment. Bears a note from Bascom stating that Young was an active, responsible man.

Jacobs, wanted a commission as a Lieutenant, that Jacobs could influence a class of men to volunteer which no other person in Ashland County would likely bring into the service, that he had been instrumental in raising two companies in Ashland County and had an opportunity of knowing what Jacobs could do, that Jacobs was as well qualified to fill the position as any civilian in Ashland County, that for further information, if required, he referred Buckingham to Colonel [James A.] Garfield who had spent the past week in Ashland County working with him in raising the tenth company for the 42nd Regiment, Ohio Volunteer Infantry, and that they had 60 men now sworn into the service and would fill up within the week without doubt. Letter stating that his Quartermaster was going to Columbus to acquaint himself more fully with some matters connected with the position and get necessary instructions and blanks, and also to learn when and where money was to come from for payment of subsistence, that he was sorry he could not get the coats and overcoats, that it seemed to him a different rule would have to be adopted by Captain [John H.] Dickerson, that if Dickerson gave 1,000 coats to a regiment with 5 or 600 men and he got none for his 400 men, his men shivered in the cold on guard and lost their health while the number of coats needed were boxed up in some other camp doing no one any good, that such a thing would be used by the recruiting officers of the stronger and more favored regiment as an argument against joining the weaker one, that recruiting officers of Smith's Chillicothe regiment were hanging all over Highland County and Fayette County and telling men that his equipments were of an inferior quality and that he was speculating at the expense of his men by charging them a high price for said equipments, that he was really getting sick of the struggle with "mean, slanderous, unprincipled" recruiting officers, that if he knew that any of his recruiting officers were acting as "meanly" as some he had heard of, he would want them "cashiered", that when he declined to permit men in Ross County to recruit for him for fear of interfering with Colonel Smith's success, it was rather hard that Smith's officers attempted to occupy all the ground in Fayette County and Highland County they chose and came within 5 miles of his camp to hold meetings and get men who he had been trying to recruit for the 60th Regiment, Ohio Volunteer Infantry (one year's service), that every intelligent man and woman around him in his own home cried out against such injustice, and that he knew no remedy.

Letter stating that 1st Lieutenant James Knapp, an ordained minister of the Methodist persuasion, in Company B, 20th Regiment, Ohio Volunteer Infantry had been nominated by a majority of the Captains and appointed as Chaplain of the regiment, that the members of Company B had signified their unanimous preference for 1st Sergeant Anderson J. Edwards to fill the vacancy, and that the field officers joined in the recommendation of Edwards.

Letter requesting that John Orr be appointed as a recruiting officer for the 78th Regiment, Ohio Volunteer Infantry in Coshocton County, Tuscarawas County, Guernsey County, and Harrison County; and stating that Orr was an excellent man and would make a fine officer, and that he was assured by reliable persons that Orr could raise the men.
