Letter introducing Alvard Smith, who had been mustered into the service in Captain [Peter] Bertram's company attached to the 54th Regiment, Ohio Volunteer Infantry; stating that Smith had an honorable discharge from the three months' service in which he distinguished himself for gallant conduct in the field as well as correct and "exemporary" conduct on duty, and that he was satisfied that Smith had been recruited upon inducement and false representations and that Smith now occupied a position not such as he deserved; recommending that Smith be promoted to 2nd Lieutenant and assigned to the 54th Regiment, Ohio Volunteer Infantry, with power to recruit for the regiment and power to secure transportation for recruits from the place of enlistment to regimental headquarters at Camp Dennison; and stating that he had issued Smith a furlough of sufficient time to enable him to lay his case before Buckingham.

Buchanan who wanted to join his company; stating that he was acquainted with Buchanan and knew him to be a moral, upright young man who would make a good soldier, that he had no doubt Buchanan would pass inspection, that his company was not quite full and he wanted to have it full, that he had several applications like the one from Buchanan, and that if he had a few blank passes over the different railroads, he had no doubt that he could fill up without going home; and requesting a few such passes to use under the sanction of Colonel Connell. Bears the endorsement of John C. Rickey, stating that he had resigned the office of 2nd Lieutenant in Company C, 30th Regiment, Ohio Volunteer Infantry, that Russell was the unanimous choice of said company, and that the appointment of any other person would be highly offensive and injurious to said company and its officers. John F. DeCourcy, [16th Regiment, Ohio Volunteer Infantry], Camp Tiffin, Wooster, Wayne County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that it came to his attention a few days before that a large number of men had placed their names on the enlistment rolls of the different officers authorized to enlist, but had not been as yet mustered in, that some of these men had been sworn in by persons having special or general authority to administer said oath, that others had subscribed to some form of oath or engagement, that he immediately called for a return of such enlistments and made it known that he would, in a few days, issue warrants for the arrest of all men so enlisted, that as a result, twenty had reported themselves at headquarters, that out of this number, seventeen were clear cases of good and legal enlistments, that the remainder claimed exemption on the plea that they had not taken any kind of oath, but only subscribed to one or to an engagement, that the latter individuals were granted furloughs and ordered to return to the regiment at the expiration of their furloughs unless they should be informed that their enlistment was not correct and legal, that many enlistments had been made in a very irregular manner, that all kinds of oaths and engagements had been subscribed on lists of officers having Buckingham's authority to enlist and of others not having such authority, and that if Buckingham provided information in detail about what constituted a legal enlistment, it would enable him to proceed with a free and high hand in carrying out a measure which would add about 40 or 50 men to the regiment.

Letter stating that he earnestly desired to be re-commissioned to raise a company of volunteers for the war, that he now had ample means to pay all necessary extra expenses, that there was no doubt he could raise a company as there was no one recruiting in Shelby County except Lieutenant Staley, and he was taking Germans, that if Dennison granted him a commission and gave him Shelby County, Darke County, and Champaign County, he was sure that the company could be raised, that Captain Knox, Lieutenant Powell, and Lieutenant Owens were detailed to assist him, that he wished to be attached to the 83rd Regiment, Ohio Volunteer Infantry, that he respectfully referred to his former testimonials in regard to character and standing, that their country called for more men and he was willing to spend his means to procure them, and that if his old commission could be sent with the necessary corrections, it would save him a trip to Columbus.

Letter stating that he had just returned and would at once have visited Buckingham, but was engaged to address a mass convention in Harrison County, that he wanted Buckingham to understand the matter regarding the men returned by [M.O.] Junkin since he had given his word to the men and could not afford to be indifferent about it and expect to recruit any more men, that Junkin advertised to procure these recruits using Stone's name as Captain, that when the recruits found Junkin could not raise the men he said he had and that the company would not be full, they became uneasy and unwilling to go with Junkin, that he told the recruits they could go with Stone when Junkin's time was up, that he had applied for the necessary permission for Stone, that he told Junkin of the trouble among the recruits, and Junkin agreed that Stone would be the Captain, that Junkin further agreed to transfer the roll contingent upon being paid whatever expenses he had necessarily incurred, and to go expecting to be Sergeant, that he gave his word to the recruits that they should not be sent off under Junkin against their will and that when Buckingham knew the facts, the situation would be made right, that the recruits did not care what regiment they went to if they went under an officer of their choice, that the matter had already been prejudicial to the service, and that there must be someone in the area upon whose judgment and discrimination men at home and Buckingham could rely.

Letter stating that he had 100 of the finest Enfield rifles with sword bayonets for sale, that he wanted to confer with some person whose business it was to buy such guns for the State of Ohio, that the original cost was $29.92, and the price held at was $30.00, that he could sell them at $25.00 each provided he was allowed to recruit a company, that recruiting was going slowly as the counties he was given (Butler County, Hamilton County, and Clermont County) had previously been well canvassed, that recruiting officers from Kentucky got all the men by paying money in advance, and that he had received a military education at the New York Military Academy; asking if he could secure an appointment where his services would be of some use to the country if he failed to get his complement of men; and stating that he was a good drill master in military tactics, and sword and bayonet practice, and that if the State of Ohio would buy his guns and allow him to raise a company to be equipped with said arms, he would form a fine company consisting mostly of sharpshooters and gymnasts.

Forrest Hunter's resignation, a step which he regretted Hunter had taken, that he hoped Buckingham would not attribute Hunter's resignation to any lack of zeal in his country's service, lack of patriotism, or unwillingness to undergo his share of the burden which the present terrible state of things impressed upon the country and upon all her true sons, that Hunter had been influenced by difficulties in the regiment, the importance of which, as a young man, Hunter naturally exaggerated, that the difficulties were of a matter not to be made the subject of a written communication, that Hunter was wholly blameless in the matter, and that he was writing so Hunter might go out of the service with the kind regard and good wishes of the commander in chief and Buckingham.
