Allen, he considered him competent to fill an honorable position in the army with fidelity. Bears a note from E.P. Allen, Downington Station, Meigs County, Ohio, stating that having been authorized to recruit in Meigs County and adjoining counties and having failed to enlist a company, he felt anxious to do all he could for the common good of his country and solicited an appointment.

Octavius Waters, Delta, Fulton County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that on April 14 or 15, in obedience to the call of the President and at the request of Colonel [James B.] Steedman, he commenced to recruit a company for the 14th Regiment, Ohio Volunteer Infantry (three months' service), that Steedman filled his regiment and left them out, that they continued to drill at home until April 30, supported by the kindness and generosity of their citizens, that he received an order from Adjutant General [Henry B.] Carrington to subsist his command not exceeding 100 men at 30 cents per day, that he entered into a contract and kept his men together drilling steadily until May 17, that his company would not consent to go for three years, that he forwarded his contract for subsistence and promptly received the amount, that the company was disbanded on May 17, having been in the service of the Government for over one month, that he desired to know whether his men were entitled to pay for this time, that they gladly answered the call for three months, were subsisted by the Government, and only disbanded when compelled to, that he believed they ought to be paid, that they had 95 men, that he thought their rolls were on file in Buckingham's office although there were some changes after being returned, that Fulton County had furnished between 700 and 800 men for the three years' service which was well for a population of 14,000, that they raised about $1,000 worth of donations for the soldiers, and sent it to the 38th Regiment, Ohio Volunteer Infantry and the 68th Regiment, Ohio Volunteer Infantry now in camp at Napoleon, the 67th Regiment, Ohio Volunteer Infantry now at Camp Oliver, and Captain Hayes' company from Fulton County which went with Colonel Knoblestorf to Missouri, that they sent a special messenger to the 38th Regiment, Ohio Volunteer Infantry, and said messenger brought home about $4,000 for the families of volunteers, that a great many of the articles they collected were donated to the families destitute at home, and that they had done well. Waters was Captain of a company of three months' volunteers, a member of the District Military Committee, and Chairman of the Fulton County Military Committee.

Letter stating that the resignation of Lieutenant [David] Clingman of Company F having been accepted, he very much desired that immediate steps be taken to fill the vacancy, that Company F only had about fifty men, that the company was sent into service before it had time to fill up, that if Dennison could send a Lieutenant with thirty or thirty-five men, it would be a great favor and give a decided advantage to the company and regiment, and that Captain [George D.] McKinney was a fine officer and capable of commanding.

Letter stating that having received a permit in September to raise a company of volunteers for the three years' service, he enlisted and swore in before a magistrate a man named Cyrus Wylie, that in the latter part of September, Wylie proceeded with him and the balance of the men to Kentucky to join the 2nd Regiment, Ohio Volunteer Infantry, and drew rations for one week, that not being able to fill his company in time to proceed with the 2nd Regiment, Ohio Volunteer Infantry, he withdrew his men, returned to Ohio, and joined the 75th Regiment, Ohio Volunteer Infantry, that while in Kentucky, Wylie left the company without permission, went to Hillsborough, Ohio, and joined the 60th Regiment, Ohio Volunteer Infantry (one year's service), that on December 9, encountering Wylie and considering him as one belonging to his company, he brought Wylie to Camp John McLean, and that Captain Hill of the 60th Regiment, Ohio Volunteer Infantry (one year's service) came to reclaim Wylie on December 12, and after discussing the claims on Wylie, resolved to abide by Buckingham's decision.

Patrick be appointed 2nd Lieutenant; and stating that said persons were proper and competent to fill said offices, that Terry, Osborn, and Patrick now had 83 or more members of the company to which they were attached and had been instrumental in raising said men, that Terry had the order to raise said company, and that Terry, Osborn, and Patrick were all men whose intelligence, habits, and physical health qualified them to fill the respective offices for which they were recommended.

Libbey, a young man of about twenty-one years of age, had enlisted in the 45th Regiment, Ohio Volunteer Infantry, that Libbey's father was a farmer in Bedford, Cuyahoga County, and was quite old, lame, and of limited means, that the father had one son already in the army, and his sole dependence was upon E.S. Libbey to take care of the farm and the family, that what influences were brought to bear upon E.S. Libbey to induce him to enlist, he did not know, that the father represented that his son would willingly return home if he could be released from service, and that the father had applied to him as an old friend to assist in procuring the son's release.

Reynolds as Battalion Adjutant to the 6th Regiment, Ohio Volunteer Cavalry; stating that it appeared that the 6th Regiment, Ohio Volunteer Cavalry had been organized by a consolidation with the 7th Regiment, Ohio Volunteer Cavalry; asking if this would annul Reynolds' appointment; stating that if so, he would urge Reynolds' re-appointment; calling Dennison's attention to the recommendations of Reynolds given by the officers of the 4th Regiment, Ohio Volunteer Infantry of which he had been a member; and stating that Reynolds had a good training for a soldier, and that Reynolds' appointment would be acceptable to all who knew him.

Letter stating that he had been actively engaged in obtaining and preparing recruits for the army ever since the President's first call to the neglect of business, family, and everything else, and at a heavy personal expense and great sacrifice, without any pecuniary remuneration to date, that since the 69th Regiment, Ohio Volunteer Infantry went into camp, he had been commander of the post most of the time while Colonel [Lewis D.] Campbell was out recruiting, that all the Lieutenants were Campbell's appointments and friends, that he too had labored in the field, that their success had not been as rapid as anticipated, but had been steady and still continued, that the 50th Regiment, Ohio Volunteer Infantry, with its Major, was transferred to the 69th Regiment, Ohio Volunteer Infantry, that the 50th Regiment, Ohio Volunteer Infantry got the posts of honor, but the Major wanted to be Lieutenant Colonel and still coveted the position "contrary to the divine commandment", that the Captains who came with the Major, along with others, had been inspired with the same ambition, that such scheming against a brother officer ought in justice to be condemned and frustrated by the Commander in Chief, that Colonel Campbell's brother-in-law, Major [Robert] Reilly of the 75th Regiment, Ohio Volunteer Infantry, was talked of as likely to be transferred with the regiment to the 69th Regiment, Ohio Volunteer Infantry without the encumbrances of its Colonel or Lieutenant Colonel, that it would be an easy and profitable undertaking for any man to raise a regiment if, with a Major, the fragment of a regiment was given him, and, after using one Lieutenant Colonel for two or three months, another was given him with a regiment raised by the joint labors of three men, that this would be giving the toils, hopes and money of eight or nine men to three, without any consideration whatever for the other six or seven, that Colonel Campbell's brother was Sutler of the 69th Regiment, Ohio Volunteer Infantry, that these things could not escape public notice, that all he asked was that Dennison not permit ambitious, selfish, or designing men to rob him of all his labors and hopes, nor shock the sense of his friends and the community, and that he was willing to stand comparison or examination with his competition.

Letter stating that he had enlisted 23 men since his appointment as 2nd Lieutenant and sent them to camp in the 48th Regiment, Ohio Volunteer Infantry, that there were only some 18 men there at that time and they had already been sworn in and duly mustered into service, that he was told these men were already reported to headquarters in company rolls, that the companies had elected their officers with his men participating in the election, that he had spent a good deal of money and had let others have money for recruiting purposes, that from what he could learn, it seemed he had accomplished nothing worthy of any position in the army, that should the time for recruiting be extended or any other arrangement made for recruiting, he would be pleased to try again, that he knew he had done good service to the cause in time, money, and furnishing recruits for the regiment, and that he deeply regretted that due to circumstances which he did not apprehend, he had not yet received any position after working so hard.

Letter stating that under Dennison's rule, all companies or parts of companies recruited in that congressional district and currently connected with regiments to be broken up, could with justice and propriety be transferred to the 74th Regiment, Ohio Volunteer Infantry, that due to unavoidable causes, the 74th Regiment, Ohio Volunteer Infantry was unable to get regimental officers and therefore was unable to compete with officered regiments in recruiting, that in justice to the men of the 74th Regiment, Ohio Volunteer Infantry, Adjutant [Henry M.] Cist should be detailed to some other duty as his nearsightedness rendered him unable to distinguish a Rebel from a Federal at forty yards, and that Howard was unanimously recommended by the committee and approved by Colonel [Granville] Moody; recommending Howard; and requesting that Howard be appointed soon so that he might grow up with the regiment.

Letter stating that presuming upon what little encouragement Mason gave him when at Columbus in regard to their regiment of sharpshooters, they had been at work, that although they could not make quite as good a showing at the present time, they could put between 500 and 600 men in camp within fifteen days, that of this number, three full companies and one part of a company were at present under the command of Colonel S.B. Shaw, that of the men he represented, he could depend upon two companies for certain, that if they obtained their grant and some of their men in camp, they had assurances that the men would all come back as they were in for a rifle regiment and nothing else, that Shaw would be starting for Washington the first of the coming week to make arrangements about their arms as Mason suggested, that Shaw would probably pass through Columbus on his route and would give the Governor a call upon this business, that Shaw took strong letters with him which, together with the influence of Secretary [William H.] Seward, Senator [Benjamin F.] Wade, and Representatives [Albert Gallatin] Riddle, [Harrison Gray Otis] Blake, and [William Parker] Cutler, left no doubt of success in obtaining their arms, and that for the past three months he had worked hard and spent considerable money.

Letter informing Buckingham of the resignation of Captain J[eremiah] Slocum of Company F; requesting the promotion of 1st Lieutenant Reason R. Henderson, who had been acting Adjutant of the regiment, to fill the vacancy; and stating that he made this request on the grounds of the peculiar merit which he knew Henderson possessed, and that Henderson was by right the ranking Lieutenant of the regiment as he had been a commissioned 1st Lieutenant in the regiment ever since it was first formed for three months' service.

Letter signed by eleven company officers; and stating that there was a diversity of opinion existing in the 77th Regiment, Ohio Volunteer Infantry regarding the appointment of B[enjamin] D. Fearing as Major of the regiment, that they respected the appointment made by Dennison, that they wanted Fearing to be received by the Colonel, and that Fearing should hasten his presence among them for they needed his assistance at once.

William M. Eames, Surgeon, 21st Regiment, Ohio Volunteer Infantry, Camp Harris, Elizabethtown, Kentucky. To General O[rmsby] M. Mitchel. Letter stating that through some mistake, he was not mustered into the service of the U.S. and consequently had not received any commission as Surgeon of the 21st Regiment, Ohio Volunteer Infantry, that he wished to be mustered in, to receive his commission as soon as possible, and to have the commission dated September 19, the same as the rest of the regimental officers, that his appointment was dated September 5, and was accepted immediately, that he was with the regiment when it was mustered in and had been with it ever since, serving it to the best of his ability, that he had supposed he was mustered in and that his name was on the muster roll until the other commissions came, and that he wished Mitchel would intercede with Governor William Dennison to send him a commission of the same date with the rest of the regimental officers.

Johnson, 41st Regiment, Ohio Volunteer Infantry be promoted to 1st Lieutenant in place of W.S. Chamberlain resigned, and that acting 2nd Lieutenant Kenneth Maher, 41st Regiment, Ohio Volunteer Infantry be appointed 2nd Lieutenant in place of Johnson; and stating that the proposed promotion of Johnson was by seniority and also based on merit, that the appointment of Maher was deserved, and that Maher was an English gentleman, educated at one of the institutions of Germany, had been an officer in the Royal Army, and came to the U.S. at his invitation to join the 41st Regiment, Ohio Volunteer Infantry. Bears the approvals of Milo S. Hascall, Commanding 15th Brigade, and Brigadier General [William] Nelson, Commanding Division.
