Letter stating that the morning field report of December 24 for the 73rd Regiment, Ohio Volunteer Infantry showed an aggregate of 870 men, of whom 47 had either never been in camp or were absent without leave, that this number by combinations and transfers from one company to another would make just about a minimum regiment, that in the uncertainty now existing with respect to orders, their officers had almost entirely suspended recruiting efforts, and that it was their opinion that 20 days further effort would secure them a maximum regiment; requesting that amount of time for the completion of the number; stating that while it was their desire to take into the field the largest possible number of men, it was also their wish to render them as efficient as possible in the way of drill, and that those men in camp had made a reasonable degree of proficiency regarding drill, but they thought the additional time asked would be profitably spent in said direction; requesting that an order be given to the Quartermaster General for their full supply of arms; and suggesting that their claim to the very best arms on hand, in view of the character of the men under their command and in view of the comparatively small expense involved in raising their regiment, was second to none.

Bears a note from John Barnes, Postmaster, Greenwich Station, Ohio, certifying that he was acquainted with Trembley, and stating that Trembley belonged to the 7th Regiment, Ohio Volunteer Infantry.

Letter stating that he was writing at the suggestion of Colonel Charles R. Woods, that 2nd Lieutenant L[ucian] H. Wright of the 76th Regiment, Ohio Volunteer Infantry had recruited 72 men, that there was great dissatisfaction with Wright in his company, that Wright's men alleged that while recruiting, he promised that all the commissioned officers of the company should be elected by the men and that if not elected, he would not claim the benefit of his commission, that Wright denied this statement, that a very bad state of feeling had grown up between Wright and his men who exhibited strong symptoms of insubordination towards him, that Wright was not able to control his men as an officer should, that in this state of things, Wright had agreed to be satisfied with the 1st Lieutenancy of the company, that the company had held an informal election for Captain which resulted in favor of Private Calvin G. Wells, and that in order to have the company brought under some kind of discipline, he respectfully suggested that Wells be appointed 1st Lieutenant of the company and that when the company was full, he could be promoted to the Captaincy and Wright to the 1st Lieutenancy, leaving the 2nd Lieutenancy open to the election of the company.

Letter stating that Peter Gephart of Noble County received a commission to recruit a company for the 78th Regiment, Ohio Volunteer Infantry on the same day recruiting papers were sent to him to assist Gephart, that it was understood he was to be one of the Lieutenants, that he had belonged to the 25th Regiment, Ohio Volunteer Infantry since June 20, being the Hospital Steward, and that it was only right he should claim the office of Lieutenant; asking if he could honorably transfer himself from one regiment to another unless by promotion; and stating that his health had been so delicate since he left Cheat Mountain that little had been done by him in the way of recruiting, that he would not like to be deprived of what was his due because of bad health, that he was anxious to serve his country and did not ask for an office which he could not fill, that if his health remained so poor that he could not do good service, he would resign, that they went to camp on December 23, and that he was stopping at New Concord for a short time with the view of improving his health.

W.A. Hoon, Lieutenant, 48th Regiment, Ohio Volunteer Infantry, Cincinnati, Hamilton County, Ohio. To Assistant Adjutant General R[odney] Mason. Letter stating that he had exerted himself to the utmost and his failure could not be attributed to the lack of will, that it was claimed he had not communicated since October 25, but Mason would find several communications in the files, that as to his blanks, he did not think they were worth the postage as they were still in the same condition of virgin purity that they were on September 22, that he had made no disbursements because it was not necessary that he should and he did not have the means to disburse, that the charge of extravagance could not be laid at his door, that his military ardor was not quenched by this set back, and that he would be in just as far as he could go.

Jno. Kennett, Colonel Commanding, 4th Regiment, Ohio Volunteer Cavalry, Headquarters, Camp Kennett. To Governor William Dennison. Letter requesting that a commission dated September 10, 1861 be sent to William A. Wellshear as Quartermaster of the 1st Division, and that a commission dated October 1, 1861 be sent to Albert C. Stickney as Quartermaster of the 2nd Division; and stating that their regiment had received orders to leave for the scene of strife on December 29, that they would have already left, but the smallpox was breaking out among some of the regiments in the area, that they had commenced vaccinating everyone in the 4th Regiment, Ohio Volunteer Cavalry, and that it would take December 28 to finish the work.

Letter stating that Buckingham's favor in reference to Captain Dewey's company had been duly understood by the commanding officer who consented to the proposition and trusted it was in Buckingham's power to attach another company to the regiment.

William H. Lytle, Colonel, 10th Regiment, Ohio Volunteer Infantry, Cincinnati, Hamilton County, Ohio. To Adjutant General C.P. Buckingham. Letter enclosing a note from General [Ormsby M.] Mitchel; and stating that in compliance with Mitchel's request, he was suggesting the name of Bushrod Birch for a 2nd Lieutenancy in the 10th Regiment, Ohio Volunteer Infantry, and that he was informed by Major [Joseph W.] Burke that the two Lieutenants of Company H would soon resign, if they had not already, which would create a vacancy.

Patrick McKernan, Private, 67th Regiment, Ohio Volunteer Infantry, Camp Chase, Columbus, Franklin County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that he had arrived at Camp Chase after serving 12 days in the guard house at Camp Oliver, that he had written Buckingham on the first day of his confinement and noted the reasons for which he was confined, that he wished to draw Buckingham's attention to a petition which he had made to the Colonel of the 67th Regiment, Ohio Volunteer Infantry to be transferred to some other regiment wherein he might be more contented under the control of competent officers and go into action with that courage which a man lacking confidence in his commander could never possess, that he was decried for saying he would apply to higher authority if his petition was not honored, that he could never go in the 67th Regiment, Ohio Volunteer Infantry and be used as an article of trade given over from one officer to another as they saw fit, that for not submitting to this mean imposition, he was kept in a guard house 12 days without a trial of any kind, that if he was a rebel or deserter perhaps they would have treated him with more consideration, that when men deserted with his knapsack and uniform, broke through the ineffectual guards of Camp Oliver, went to Fremont on the way to Cleveland, and sold the articles there, they were brought back, kept in prison for awhile, and let loose to run off again which they did in double quick time, that if he was guilty of any mean act or even a mean word, he would not grumble to be kept in the guard house for months, that he defied all the race of Adam to prove that he ever neglected his duty or received one prick at roll call during all the time he had been in the service, that if he was guilty of high treason why not prosecute him and have him punished accordingly, that although he was at liberty at Camp Chase, he had not repented of the offense for which he was put under arrest, that the 68th Regiment, Ohio Volunteer Infantry would soon arrive at Camp Chase and he had a brother in the regiment, that he would prefer being in the regular service, but if Buckingham were to transfer him to the 68th Regiment, Ohio Volunteer Infantry, he would be satisfied, that he would wait with anxiety for a separation from the 67th Regiment, Ohio Volunteer Infantry, that as long as he remained at Camp Chase, he was afraid that he would never be of any benefit to the Union cause, that every free man should rally to defend the cause, not for the sake of gains or speculation, but so that they might hand down to succeeding generations the blessings of freedom for which the revolutionary fathers pledged their property, their lives, and their sacred honor, that such was his sentiment now and when he enlisted, and that he did not like to be handed from one officer to another when a higher appointment was accepted.

J. Madeira, Chillicothe, Ross County, Ohio. To Governor William Dennison. Letter stating that his nephew, James W. Burbridge, Commissary Sergeant of the 26th Regiment, Ohio Volunteer Infantry, was an applicant for the appointment of Lieutenant to fill one of the vacancies in said regiment, that his nephew had volunteered in the Spring as a member of the "Fullerton Rifles", now Company B, and that his nephew was a young man of good physical and mental capacity, and soldier-like in his bearing; including an extract from a letter dated October 14, 1861, from Colonel E[dward] P. Fyffe, 26th Regiment, Ohio Volunteer Infantry; and stating that his nephew requested him to make the application, and that Lieutenant Colonel E[phraim] R. Eckley would write recommending the appointment.

J. Madeira, Chillicothe, Ross County, Ohio. To Governor William Dennison. Letter stating that he had written Dennison in his official capacity applying for a Lieutenancy for James W. Burbridge to fill one of the vacancies in the 26th Regiment, Ohio Volunteer Infantry now at Fayetteville Court House, Virginia, that the applicant was his nephew and had been employed for several years in the offices of the Marietta and Cincinnati Railroad Company, that his nephew's position and prospects were good in said company, that his nephew was receiving a good salary, but from a sense of duty to the Government had volunteered in the Spring by joining the "Fullerton Rifles" of Chillicothe which now formed Company B of the 26th Regiment, Ohio Volunteer Infantry, and that he hoped there would be no obstacle in the way of Dennison granting the request.

Letter requesting that all the rolls of the companies in their regiment [60th Regiment, Ohio Volunteer Infantry, one year's service] be made out and forwarded to Hillsboro on or before January 1, 1862.

R.G. Pennington, Camp McClellan, Marietta, Washington County, Ohio. To Governor William Dennison. Letter stating that Captain [John H.] Dickerson promised to send him a supply of stationery, etc., as soon as he forwarded a requisition signed by the Colonel, that he made the necessary requisition, that after a delay of three weeks, Dickerson wrote saying that he was not acting as Quartermaster at Cincinnati and that the requisition had been sent to Colonel Swords at Louisville, that Swords wrote saying he had nothing to do with them until they were actually in service, that they wanted stationery and could not get along one day without some, that he had been buying small lots while waiting for the three months' supply, which they should have had from some quarter, that his object in writing was to ascertain the responsible individual to whom he should apply, and that Dickerson should have known better than to send him to Swords.

J[ames] S. Robinson, Late Captain, Company G, [4th Regiment, Ohio Volunteer Infantry], Camp Simon Kenton, Kenton, Hardin County, Ohio. To Governor William Dennison. Letter enclosing a letter of recommendation from Major [James H.] Godman in favor of the appointment of 1st Lieutenant P[eter] Grubb as Captain of Company G, 4th Regiment, Ohio Volunteer Infantry; and stating that Grubb was one of the best men in the service, that Company G was recruited for the three years' service by Grubb and himself, that every man in the company had united in recommending Grubb to Colonel [John S.] Mason and requesting Mason's recommendation for the appointment, that Mason declined to recommend, preferring that the line of promotion should be observed the same as in the regular army, that the rule might work well in the regular service, but if strictly observed in the volunteer service would occasion great dissatisfaction, that in the volunteer service, companies were raised in immediate neighborhoods, that men volunteered because they knew who would command them, and that he would regard it as a great personal favor if Dennison would promote Grubb to the Captaincy of his old company.
