Letter stating that in his previous letter, he neglected to say that 1st Lieutenant George B. McDonough (Company K) had tendered his resignation and that by order of General [Henry] Halleck, the same was accepted to take effect on March 27, 1862, that he intended also to say that 1st Lieutenant [William M.] Vogleson, Regimental Quartermaster and now the ranking Lieutenant, did not desire to command a company at present and therefore might be considered as not a candidate for promotion, that he would respectfully suggest that Vogleson's name be sent to Washington for appointment as Assistant Commissary of Subsistence with the rank of Captain, that Vogleson's qualifications for said position were rare and his untiring industry was what that department needed, that their order to march the previous evening was countermanded, and that they might move that day.

Letter stating that he regretted to learn that efforts were being made to interfere with the regular promotion of one of the Lake County boys in the Ohio volunteers, that he referred to S[elleck] B. Warren of Mentor who was 1st Lieutenant of Company I, 23rd Regiment, Ohio Volunteer Infantry, that Captain [Robert B.] Moore of that company having resigned, the friends of Lieutenant [Russell] Hastings, who was Lieutenant of said company, were urging his promotion to the Captaincy, that while he had no disposition to disparage Hastings, he felt that his promotion would do injustice to one of the most faithful and efficient young men in the service, that he therefore took the liberty of most earnestly urging that the place be given to Warren, that Warren was one of the first to volunteer, was an efficient, active man in raising a company of three months' men, and when he found they were not desired, aided in raising a company for three years and went with it, that Warren had, in actual service, conducted himself in such a manner that both General [Henry W.] Benham and Colonel [E. Parker] Scammon desired him on their staffs, and that he regarded Warren as eminently well qualified for the position of Captain.

Durfee, Lieutenant Colonel of the 82nd Regiment, Ohio Volunteer Infantry, had resigned and it was supposed Governor David Tod would appoint a man in his place, that Major [James S.] Robinson would seek promotion, that from the services he had rendered the cause, he felt entitled to the position of Major, and that if the Governor would allow a vote of the regiment, he could obtain an overwhelming majority; and asking Stanton to use his influence to procure him the appointment of Major.

Durfee of the 82nd Regiment, Ohio Volunteer Infantry had resigned and his resignation had been accepted, that he had served as Adjutant of the regiment and would like to be appointed in Durfee's place, that if this could not be accomplished and their Major was promoted, he thought he should be appointed Major, that he wished Olds would speak to the Governor and Adjutant General and try to procure his appointment, and that if the matter was left to the regiment, he could obtain the vote of 9/10ths of the men.

Letter stating that Dr. [Benjamin] Tappan having been removed from the position of Surgeon of the 8th Regiment, Ohio Volunteer Infantry, it left a vacancy, that Dr. [Samuel S.] Sexton, the Assistant Surgeon of said regiment, merited promotion, that Dorsey would oblige him by interesting himself in Sexton's behalf, and that Sexton had been in the service since the beginning of the war as an Assistant Surgeon while most of the other assistants had been promoted; and requesting that Dorsey call the Governor's attention to Sexton's case.

Letter stating that he was informed that the friends of Sergeant William Pierce of Company H, 41st Regiment, Ohio Volunteer Infantry were about to make some effort to procure his promotion to a Lieutenancy, that assurances had been given him of Pierce's excellent conduct and strenuous efforts to perform duty in such a manner as to deserve promotion and they came from such sources as he deemed reliable, that Pierce belonged to one of the most worthy and respectable families in Huron County with which he had been acquainted for about a quarter of a century, that he had no doubt that Pierce would do honor to his shoulder straps should the Executive see proper to give him the promotion sought, and that it would afford a personal gratification to the numerous friends of Pierce's family.

Letter enclosing the application of Major [James S.] Robinson and Captain [David] Thomson of the 82nd Regiment, Ohio Volunteer Infantry for promotion; and stating that his resignation had been accepted contingent only upon his being relieved from the command, which would be in a very short time, that he had advised Robinson and Thomson to acquaint Tod with the fact so that as little inconvenience as possible might occur to the service, that he had served with Robinson for nearly a year and a more gallant and faithful officer could not be found, that he had been acquainted with Thomson from boyhood, that in civil life, Thomson was a student and an eminent lawyer and businessman, that as Captain in the 82nd Regiment, Ohio Volunteer Infantry, Thomson had been faithful, vigilant, and efficient, that it had been his lot to be mostly in command of the regiment since its organization, that he had been aided more by Thomson than by any other officer in the regiment, that no other officer had so well earned the right of advancement or was better qualified than Thomson, and that Thomson's promotion to the Majorship would better subserve the service and promote harmony than the promotion of any other officer to that post.

Letter stating that he was writing on behalf of the appointment of Captain David Thomson of Company A, 82nd Regiment, Ohio Volunteer Infantry as Major of the same in place of himself, provided he should be so fortunate as to be appointed Lieutenant Colonel in place of B[radford] R. Durfee resigned, that Thomson was the senior Captain in the regiment, that Thomson was a gentleman well qualified for the position, that Thomson was a man of honor and no better man for the position could be found in the regiment, that any amount of recommendations could be filed in Thomson's behalf, that Thomson had one of the most efficient companies under his command in the service, that Thomson was a strict disciplinarian and always present for duty himself, that Thomson had never been absent a day from camp since his company was organized, that since the regiment had been stationed at that point, Thomson had rendered very efficient service, and that Thomson's appointment would give entire satisfaction and promote the interests of the public service.

Russell was appointed 2nd Lieutenant in the 30th Regiment, Ohio Volunteer Infantry, that it was considered prejudicial to the regiment to have Russell commissioned as they had men much more deserving and better qualified to fill the position, that Russell had not yet assumed his position as Lieutenant, that Russell was not recommended to fill a vacancy that occurred in his company, another being recommended and appointed over him on account of his disqualification, and that Russell did not make a good Sergeant and would only be a stumbling block for others; requesting that Russell's appointment be revoked; stating that they wanted an effective officer in Russell's place at the earliest possible moment; and recommending the appointment of Sergeant Samuel O. Thomas of Company A. Bears a note from Hugh Ewing, Colonel, 30th Regiment, Ohio Volunteer Infantry; approving and forwarding the recommendation. Also bears a note from E.P.
