Pennington of the 55th Regiment, Ohio Volunteer Infantry had resigned and his resignation had been accepted, that Pennington was the Regimental Quartermaster and he wished to fill his place by the promotion of Quartermaster Sergeant Benjamin C. Taber, and that Taber had been a faithful and efficient officer and was abundantly competent for the position; and requesting that Taber's appointment be sent forward as soon as possible for a Quartermaster was a very necessary officer, and that Taber's appointment date from July 4, 1862, the date of Pennington's resignation.

Anson Pease, et. al., Massillon, Stark County, Ohio. To the Governor of Ohio. Letter signed by twenty-six citizens of Massillon; and stating that the fairgrounds at Massillon was high and dry, fitted with all the buildings usual for a county fair, and had an abundant supply of pure water, and that in view of the cheapness of supplies and in order to greatly facilitate enlistments, they recommended the establishment of a camp of instruction at Massillon and tendered the fairgrounds (about fifteen acres) for said purpose.
