Letter stating that they felt it of the highest importance to have appointed at least one thoroughly educated, accomplished military man as an officer of the 36th Regiment, Ohio Volunteer Infantry, that either of them was willing to stand aside to make room for such an appointment, that if such a man as Colonel Sill could be had, he should be put at the head of the regiment, that if such an appointment could be made, General Hildebrand wanted a commission to raise another regiment provided that Ohio's quota was not already full, that if a second regiment was not wanted, General Hildebrand would take the place of Lieutenant Colonel under a thorough military man, that Clarke had no military education and felt that he ought not, in justice to the men, allow himself to be put at the head of a regiment, that Clarke would, in the absence of a thoroughly educated military man, take the second place, that General Hildebrand would take the first place in the absence of a better man, but would prefer authority to raise an independent regiment, and that they needed instructions as to transportation of troops and obtaining rations; and asking when the men would be uniformed and armed, and how many companies they must have before encamping.

McClellan and other military officials in Cincinnati and had informed them that during the period from 1856-1859, he held high civil engineer positions in Tennessee and Arkansas, that having learned a great deal regarding the topographic features of those states, he thought he could be a useful member of some corps of engineers detailed to the area and had offered his services to McClellan, that he was advised to hold himself in readiness to take a place in the first engineer corps which might be organized, that he had waited with much anxiety since his interview, but had heard nothing from McClellan, that he was therefore offering his services to Dennison, and that he had the honor of being introduced to Dennison in the Executive Chamber on June 3 by Senator R[alph] P. Letter regarding the three months' volunteers who declined serving for the war; stating that he joined Captain [Calvin J.] Childs' company from Dayton, was sworn into the service of the State of Ohio on April 19 and went to Camp Jackson the same day, was sworn into the service of the United States on April 26 with Company A, 11th Regiment, Ohio Volunteer Infantry and in a few days went down the Little Miami Railroad and commenced building Camp Dennison, that forty members of Company A had refused to go for three years and were sent home on a furlough until they received further orders or were discharged, that they had awaited orders until their three months had expired, and that many of them were now desirous of joining companies for three years; and asking if they were to receive pay for the time they had served, and when and where they were to be paid.

Letter stating that his part of Wood County was not represented in the army, that there was good material in the area for cavalry or a company of sharpshooters, that these men were accustomed to gaming which had caused them to be expert with the rifle, that it had come to his attention that there were three or four young men from Bowling Green who had been writing Buckingham in reference to raising a company, that these men would never succeed because they were too young, that he had been informed that another individual who was passing himself off as a Methodist minister had promised to raise men in five days, that this individual could not raise men in five years, that the activities of those with no hope of success were getting in the way of others trying to raise a company, that he thought he could succeed in mustering in seventy-nine cavalry or one hundred sharpshooters, and that he wanted to be certain of the company's acceptance.

Letter stating that at the urging of many friends in that part of the state and in view of the "lamentable" state of the country, he was requesting a colonel's commission to raise a regiment of infantry including a company of artillery in Shelby and adjoining counties, that he had held military commissions of some sort for thirty-eight years, that he had held a brigadier's command from 1837 to the present, that by courtesy he was entitled to the command of the Ohio volunteers at the opening of the Mexican War, that he was rejected by James K. Polk because he had been an old [Henry] Clay Whig, that the command had gone to another individual who had not applied and who had no military experience, that they expected to raise at least four and perhaps six companies in Shelby County, that some of these companies were already full, and that the men had expressed a desire for him to lead them.
