Letter acknowledging receipt of a proposition by Dennison; and stating that the proposition had been laid before the officers and accepted unanimously, that the required number of companies would be filled and ready for camp at once, that he had recommended to the officers that they throw aside the present regimental organization and hold a new election of officers giving all a fair chance, that the officers agreed to do so with the exception of one or two field officers who thought that the proposal to hold a new election was a personal move on his part, that he had assured these field officers that there was no basis for their concern, that current prospects were good for going to camp around August 28, that the companies which were on guard duty on the Marietta and Cincinnati Railroad positively refused to enroll themselves until they were paid, that two of these companies had reconsidered the matter and were at work getting ready, that the companies commanded by Captains Muller and Bruckner would not enlist in Ohio until paid, that these companies were ready and anxious to go, but would enlist in some other state unless paid, that these companies were among the best he had, that if Dennison could designate some day soon on which the men would be paid, he thought it might satisfy them, that Captain Hotel was very anxious for the acceptance of his artillery company, that Hotel had sixty-five men drilled and said he could fill his company as soon as ordered into camp, that Hotel was well qualified and a reliable man, that the regiment would be quartered at Cincinnati until the requisite number was obtained, and that he hoped Dennison would find it convenient to take a look at the regiment's quarters as he thought they might be made very serviceable to the State.

Letter stating that they could do nothing locally for the men from the 20th Regiment, Ohio Volunteer Infantry (three months' service) who had not been paid, that he had sixty-one men on his roll when word reached them regarding the removal of Colonel [Thomas] Morton as commander of the 20th Regiment, Ohio Volunteer Infantry (three months' service), and that the men came to him and took their names off the roll swearing they would do nothing until mustered out and paid off; requesting that Companies C and D of the 20th Regiment, Ohio Volunteer Infantry (three months' service) in Preble County be paid; and stating that once these men were paid, they could raise a company for service some place.

Letter stating that he wanted Dennison to thoroughly understand all the circumstances connected with Captain [Charles C.] Ayleshire taking the position of Company A in the 33rd Regiment, Ohio Volunteer Infantry, that he had no personal interest in the matter and only wanted justice and to ensure the prompt and best organization of the regiment, that he had no acquaintance with Ayleshire and that it made no difference to him if Ayleshire or another individual occupied the position in question, that the situation placed other regimental officers in great difficulty and might lead to the confusion of the camp, that [Samuel A.] Curry had received notice from Buckingham of his appointment as Captain of Company A, that when the question apparently concerned only Curry and Ayleshire and when it was understood that Ayleshire's company would be full as soon or nearly as soon as Curry's company, Curry agreed that Ayleshire's company should have the first position, that in the very much changed condition of affairs, Curry felt that he was released from any arrangement to surrender his claims, that Captain [Ephraim J.] Ellis' company had selected officers and that Ellis claimed the position of Company B, that Captain [William H.] Douglas had one hundred and six men and would hold an election for officers on August 26, that Douglas expected the position of Company C, that two other Captains were using every effort to fill up their companies and had good prospects of early success, that these officers and their men were not willing to give way to Captain Ayleshire who did not have a man in camp, that Captain [James H.M.] Montgomery of Gallia County, where Ayleshire's company was to be formed, had arrived with thirty-nine men and was endeavoring to connect with other officers who had partial companies, that Lieutenant [Junius] Gates, who served with Ayleshire in the 18th Regiment, Ohio Volunteer Infantry (three months' service) was with Captain Montgomery and confidently expressed the opinion that Ayleshire would not raise a company in Gallia County and that few of his three months' men upon whom he relied would re-enlist with him, and that to place Captain Ayleshire in the position spoken of would have a disastrous effect upon the organization of the regiment.

Letter stating that he could raise a company at Bridgeport; asking how many men constituted a company, the amount of the bounty, whether they were entitled to a land warrant, and if they would be paid from the date of enlistment; requesting authority to enlist a company, blanks for names, and the oath of enlistment; and stating that most of his men were three months' men, that if these men were paid off, a company could be raised in three or four weeks, that they wanted to form a Zouave or rifle company, that some of the men wanted to serve in Virginia, but he thought they would soon get over it, and that the 1st Virginia Regiment told some hard tales about their treatment.

Letter stating that he was to have reported himself at Columbus on August 27; requesting to be excused on account of his health; and stating that for the last fifteen years he had been troubled with the piles and had been afflicted more than usual for the last three weeks, that he regretted being unable to comply with Buckingham's order since he wanted to see Lieutenant [Henry G.] Stratton and his companions honorably acquitted, that Stratton and his companions acted under the belief that they had a right to take property from the enemy although they denied taking anything from the person who accused them, that he trusted they would be exonerated when the facts were known, that he did not feel disposed to censure Generals [George B.] McClellan and [William S.] Rosecrans since they could not have done otherwise and done their duty, that Lieutenant Stratton acted in violation of McClellan's proclamation which forbid molesting the property of friend or foe, that Stratton and his companions maintained that they had not seen McClellan's proclamation, that the officers of the 19th Regiment, Ohio Volunteer Infantry (three months' service) thought it too severe to order Captain [Norman A.] Barrett's whole company to Columbus when they thought only part of the company was guilty and they therefore interceded with McClellan to have the order revoked, that the example set in sending Lieutenant Stratton home had a salutary effect upon the troops and showed the inhabitants who were not in arms that the troops came not to molest them or rob them of their property, that if some of the Indiana troops had been sent home, it would have been meeting out justice to the guilty since these troops were a "marauding" lot, that he did not wish to implicate all of the Indiana troops, that he had accepted the Colonelcy of the 29th Regiment, Ohio Volunteer Infantry, that he felt the responsibility and his physical inability, and that an officer commanding a regiment should have strength as well as other qualifications.

Letter stating that he understood that efforts were being made by officers to fill up their regiments by electioneering with recruiting officers already assigned to other regiments and endeavoring to induce men to join regiments other than those to which their companies were originally assigned, that in many instances there might be prejudices either just or informed on the part of men and officers which would make a transfer desirable and an advantage to the service, that in most cases the encouragement of such a practice would work great injury, that he was not aware of what the practice had been and wanted to know whether such transfers should be made only upon receiving the consent of the commanding officer of the regiment from which the transfer of a recruited company may be made, that in one or two instances he had been offered companies already recruited for other regiments and had declined to secure them for his regiment, that he knew of one or two instances where overtures had been made to recruiting officers for his regiment by officers of other regiments who encouraged their transfer through promises of better positions and particular districts of the country to which they would be assigned for duty, that it was the desire of every commanding officer of a regiment who wanted to do his country prompt and good service to get his regiment full at the earliest possible moment and move to the front, that he would be glad if the General could send him companies not yet assigned to particular regiments, that he had no blank recruiting orders, and that some of the orders for the 17th Regiment, Ohio Volunteer Infantry were in the hands of men who were declining future service.

Marrow and served in Company F under Captain W[illiam] C. Rossman, and that he had been Orderly Sergeant of the company and was the senior officer in command of the three months' men at home.

Bears note from Thomas Clark, Major Commanding Camp Giddings stating that he had just seen Major Buckley and that his health was much improved, that Buckley had consented to be Colonel of the 29th Regiment, Ohio Volunteer Infantry when discharged from the 19th Regiment, Ohio Volunteer Infantry (three months' service), and that he hoped Buckley would be appointed and allowed to report for duty at Camp Giddings before the mustering in of the regiment.

Letter stating that the students of Western Reserve College had organized an independent company of light infantry numbering 62 members who during the past three months had uniformed themselves and acquired a very commendable proficiency in such military drill as could be attained without arms, and that it appeared to the 18 signees to be of the utmost importance that a military spirit be fostered in institutions of learning to such a degree that educated men might have a knowledge of the principles of military science which would fit them when called to enter the service of their country; and requesting that 60 stands of arms be put under the control of the faculty of Western Reserve College for the use of the Western Reserve Cadets.
