Letter stating that he had asked Governor William Dennison for a Major's commission some three weeks ago, that since then, several other non-military men had been made Colonels, Lieutenant Colonels, Majors, etc., that after the rebels fired into the "Star of the West," he tried to organize a company at Mt. Vernon, that if the whole North had organized as many localities did and shown a united front, further outrage might have been avoided, that many thought such movements premature at the time and the matter was dropped until it took shape in the Home Guard, that it was exceedingly annoying to have promptness when danger was not imminent contrasted with apparent tardiness once actual war began and to be continually taunted with the remark that those who advocated uncompromising war were the last to expose themselves to its dangers, that he was sick when the Captains of two of their companies were chosen, that he was not able either physically or pecuniarily to serve in the ranks, that his situation did not permit him to stand guard at nights or make business sacrifices, that a Major's commission would enable him to put his newspaper on a solid and independent foundation and thereby continue to promote the prosecution of the war and mould public opinion, that he had done as much service as many who were receiving commissions, that he did not ask for or expect a commission if enough "unexceptionable" West Point men could be found to take them, that commissions were being conferred upon men who were in no way superior to himself, and that he did not feel at liberty to ask [Columbus] Delano to aid him in obtaining a commission because of misapprehensions on Delano's part regarding friendly feelings between them.

Letter calling Buckingham's attention to the fact that few of the Surgeons whose regiments had been mustered out of service had settled their accounts with the Surgeon General's Office; and stating that some of these Surgeons had large quantities of medical stores and instruments on hand which had not been returned to the Surgeon General's Office or properly accounted for in any way, that payment should be withheld until these Surgeons made due returns to the Surgeon General's Office, and that when this was done, certificates of settlement would be issued which would serve as their vouchers.

Jacob Snider, Centreville, Wayne County, Indiana. To Governor William Dennison. Letter stating that his son, E[dwin] T. Snider, was a member of Company D, 20th Regiment, Ohio Volunteer Infantry (three months' service) which had been in Virginia the past three or four months, that his son had not received his pay nor did he know when, where or how he was to get it, that his son had written to Captain A[bram] Thompson, New Paris, Preble County, but received no information, that not knowing the whereabouts of Major McDowell, he wrote him at Cincinnati without response, that his son could not afford to go to Columbus for his pay and discharge, that if his pay could be remitted to him at Centreville in a check on Cincinnati, it would favor him, that his son claimed he was entitled to four months' pay since he was enrolled around the first of May, that his son wanted to enter the army again, but was delayed by not being paid and discharged, that nowhere did he see so many complaints as in Ohio, that his son entered service from Ohio when Dennison required troops, and that he thought he had a right to expect that his son would be paid without further dissatisfaction.

R.W. Taylor, London, Madison County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that the prospects were good for raising four companies in Madison County to go into the 40th Regiment, Ohio Volunteer Infantry, that the companies were nearly half made up, that it was the aim to fill the companies before leaving for any of the regular camps since they thought it better to have all the influence of the volunteers kept at home until the ranks were full, and that they would have to put some of their men who were out of money into camp at London for 10 or 15 days; asking if they could draw rations for these men by making a daily report of the number; and stating that the Madison County fairgrounds could be had free of charge to the State to camp on if Buckingham could furnish blankets and cushions and a few old muskets, that he would be responsible, and that Captain Acton would take charge of the camp and drill the men as fast as possible.

Letter stating that he found it would be difficult if not impossible to succeed in recruiting a company if he remained attached to the 17th Regiment, Ohio Volunteer Infantry, that many of the best men of his old company wanted to re-enlist, but refused to serve again in that regiment, that their disinclination deterred many new recruits, that he was therefore writing to request a change in the order so that he might be assigned to another regiment, that if his request was granted, he could report a company ready in ten days, that Colonel [John M.] Connell had informed him that other companies were asking to be assigned to the 17th Regiment, Ohio Volunteer Infantry which meant that the requested change would not interfere with the reorganization of the regiment, that the public necessities demanded the immediate removal of all obstacles in the way of the rapid enlistment of men, and that the prejudice against the 17th Regiment, Ohio Volunteer Infantry was deep and general.

Letter stating that a portion of Company A of the Militia of the Reserve in Delaware were anxious to go into service, that another portion would go if called upon, that they had heard semi-officially that recruiting was not going satisfactorily in the State and that there would be a move within the week either toward calling out the Reserve Militia or drafting, and that he would either wait for the call or at once try and fill up the company without it.

Letter stating that he served in western Virginia as Captain of Company E, 17th Regiment, Ohio Volunteer Infantry (three months' service) and now had a company ready for movement again, that through the unsolicited efforts of Colonel [John M.] Connell of the 17th Regiment, Ohio Volunteer Infantry, he received a commission to recruit a company for that regiment, that he now wished to be left out of that regiment, that W[illiam] H. Free, formerly Lieutenant of his company, would have another company ready to move around the same time as his and that they wished to put into one regiment, that he had asked Colonel [Moses B.] Walker of the 31st Regiment, Ohio Volunteer Infantry to be assigned to his regiment, but had received no answer, that two companies from Perry County were already in the 31st Regiment, Ohio Volunteer Infantry, that he had been told that F[rancis] B. Pond, formerly Lieutenant Colonel of the 17th Regiment, Ohio Volunteer Infantry (three months' service), intended to organize a regiment, that if this was so, he and W.H. Free were willing to go with Pond provided they could be honorably released by Colonel Walker, that Pond had been the most popular and capable of their regimental officers, that Pond's removal would be followed by the removal of nearly all the old element of the 17th Regiment, Ohio Volunteer Infantry (three months' service), that he had no aspirations himself, but thought that the necessary implication of the new appointments for that regiment was that not one of the old officers deserved promotion, that since Fairfield County ("whence all the great men came") had monopolized the honors of the regiment without winning any of them, he hoped that it would be allowed the honor of filling the ranks and performing the duties of the regiment, that in this connection, he recommended that W.H. Free receive a regiment appointment, that he could attest to Free's bravery and capacity, that no man in the 17th Regiment, Ohio Volunteer Infantry (three months' service) won or deserved a better name than Free, that there had not been a single promotion in their regiment, that the Major had been changed, that F.B. Pond had been superseded as if nobody performed his duty except Colonel [John M.] Connell which was a decided mistake, and that W.H. Free's appointment would be applauded by every member of the regiment, every officer of their brigade and every citizen of Perry County. Bears note recommending W.H. Free for appointment to a regimental office, signed by Jackson and six Perry County officials.

Statement certifying that John Blandin, Private in Company A, 24th Regiment, Ohio Volunteer Infantry came home to Birmingham, Erie County, Ohio on furlough on account of sickness; and stating that Sergeant John Acker of said company employed him to attend Blandin as physician which he did until discharged, charging a bill of $6.50, that the bill was still unpaid, and that Blandin now appeared to be fit for duty and desired a pass to enable him to rejoin his company. Back of statement bears a note from Private John Blandin stating that he wanted his pass to start from Wakeman Station.
