Letter stating that he had received a letter from Assistant Adjutant General R[odney] Mason saying Dennison would supply the 36th Regiment, Ohio Volunteer Infantry with arms, that the regiment was now separated, with four companies at Parkersburgh and six at Sutton or Bulltown, and that they had received a quantity of supplies from Captain [John H.] Dickerson but without any invoice; and asking when the arms would be sent or if they were to get them from the General Government.

Letter stating that he had ten companies in camp and under recruiting orders for his regiment, that of the ten companies, seven were full with most to the maximum, that three companies were incomplete and would require a week or ten days to fill to the minimum, and that fragmentary companies would find their way into camp in a few days; asking if his regiment could at once draw full ordnance supplies, and whether he could procure "first class" Enfield rifles instead of the rifled musket turned out hastily by the Cincinnati foundries; and stating that with the immediate supply of first class arms, he could put an efficient, well-drilled regiment into the field in a short time, and that for the good of the service, the men should get their arms as soon as possible without waiting for the regiment to fill up.

Letter requesting an order to raise a company of infantry for immediate service since the company of three months' men which he commanded had been paid off on September 14; and stating that many of the boys would enroll again if they could do so for the term of one year, that fearing Buckingham would not grant an order for that length of time, he was willing to try for three years, that there was talk of Columbiana County raising a regiment, and his company was willing to be attached to said regiment, that Columbiana County was moving slowly and his boys did not want to wait, that he had commanded Company K of the 3rd Regiment, Ohio Volunteer Infantry (three months' service), and that with an order, he could report enough men for an election in a few days.

Williams of Highland County wanted an order to raise an infantry company, that Williams had served four years in the United States service, was a healthy active man, a good company drill master, and of proper age, that he and Colonel [William H.] Trimble had come the previous day on the Marietta and Cincinnati Railroad with an Indiana regiment on its way to western Virginia, and that Trimble's regiment had left camp that evening.

Garrett of Upper Sandusky wanted authority to raise a company of cavalry for U.S. service, that he had known Garrett intimately for over sixteen years, that although Garrett had no military experience or training, he took pleasure in recommending him, that Garrett undoubtedly possessed all the requisites of a first class military man, that Garrett was frank, generous, intelligent, energetic, and from personal hearing was orderly and courageous, that Garrett had a business capacity of the first order and could not fail to succeed, that Garrett had passed his junior year at Kenyon College in 1846, and that Garrett had been a deputy U.S. Surveyor in Kansas. Burdsall of the 4th Regiment, Ohio Volunteer Cavalry for the Western Division, that he was ordered to report himself with his company at Cincinnati, that he currently had some 50 men, that he would have a full company in a few days and be ready to go into camp, that he had seen in the morning's newspaper a Special Order to report all companies to Dennison, and that he was at a loss how to proceed.

Letter stating that for several weeks there had been a military organization at Mesopotamia which met regularly for drill, that Rev. William F. Millikan was Superintendent of the organization, that they wanted to organize legally so they could be of service to the government, that some wished to become an independent company like those which existed before the war commenced, and that others were disposed to become Militia of the Reserve; asking if an independent company would be called into service before the Militia of the Reserve or after them, if they would be furnished with arms as an independent company, how many men were needed to become an independent company or Militia of the Reserve, and in which way they could most benefit their state and country; and stating that if Buckingham saw fit to send them a muster roll for one or the other organization, they would try to organize soon, that a goodly number of their company had enlisted in the service, that the undersigned had been appointed as a committee by the Trumbull County Commissioners to make inquiries, and that they had ordered a uniform consisting of gray coats, caps and pants.
