Letter enclosing the roll of a company of 60 men who were employees of the Cincinnati Gas Works; and stating that he had been drilling the men regularly since May 1 without arms, that the men were willing to enlist as Militia of the Reserve, that the men could never be taken away from Cincinnati because the city would be without gas, that the company would be an excellent Home Guard unit, that the men could guard the Cincinnati Gas Works, which would be a requisite point to defend if the city were attacked, and that the Cincinnati Gas Company would give a bond for the safety of any arms issued.

Letter stating that they had a dozen quasi militia company organizations in Summit County, the Captains of which would be very patriotic if their fragmentary companies could be called into the service of the State with them at the head, that there were many men in these companies who would go into the service if they could in some way preserve their militia identity, that they would consent to combinations with their neighboring companies if enough could be secured without too much hazard to themselves, that if he was authorized, he would go to all the militia companies in Summit County and try to get them to combine their strength, that with a thorough canvass, he thought the contingent from Summit County could be filled, and that he was not working to lead a company, but only intended to have his county do its duty to the State promptly.

Letter stating that since there still appeared to be a demand for troops, he was writing to say that he could raise a company in the course of a week if furnished with an order to do so, that he had aided in raising two companies, but his health had hitherto prevented him from going into active service, that he was better and felt it every man's duty to do all he could to aid in putting down the rebellion, that the promise of rifles would greatly accelerate the enlistment of a company, that the rifle was a much more popular arm than the musket, and that he was familiar with rifle drill.

Letter stating that he had been actively engaged under orders of Colonel [Abraham Sanders] Piatt in recruiting for the Zouave Brigade (34th Regiment, Ohio Volunteer Infantry, and 54th Regiment, Ohio Volunteer Infantry), that he had two companies designed for the 54th Regiment, Ohio Volunteer Infantry in a forward state and nearly ready to move, that since Piatt was not currently in command at Camp Dennison, it would perhaps be advisable or even necessary for him to procure orders from Columbus to complete the two companies and obtain transportation, and that it was his intention to apply for a command as Major or Adjutant of the 54th Regiment, Ohio Volunteer Infantry as soon as the two companies in his charge were mustered in; and asking if those positions would be filled before the regiment was completed.

Connell a special order dated September 1, signed by Assistant Adjutant General Rodney Mason authorizing him to enlist a company of infantry to be reported to the commanding officer of the 17th Regiment, Ohio Volunteer Infantry, that he had made no enlistments pursuant to said authority, that on September 2, he communicated what had been done previous to the publication of General Order Number 50 with a view to the enlistment of a company and was advised that the terms of enlistment under which he had proceeded were irregular, that he therefore supposed that the persons who had agreed to enlist upon the conditions referred to were not bound by their agreement, and that after having made some other ineffectual efforts to raise a company, he had concluded not to use his authority, but hold it subject to further orders.
