Letter transmitting the morning field report of his command; and stating that Companies E and F recruiting in Dayton had been in the practice of sending men to camp to be sworn in with the understanding that those men should then have a furlough for a few days to arrange their affairs and that this accounted for the number absent from duty, that no report had been made of Company H which consisted of some twenty men brought into camp by an arrangement with Colonel [Alexander McDowell] McCook under which they were not to be sworn in until Captain Jewett of Hamilton County arrived with more of his men, and that Jewett had approximately 65 men recruited and expected to fill his company within the week.

Meyer of Lancaster wanted an order to recruit a company for the three years' service, that Meyer was a man of considerable military experience in their old company which had furnished so many good officers, that Meyer was in every way qualified for the service, that Fairfield County, notwithstanding a disposition of some residents to discourage the war, had already furnished nine companies, and that Meyer thought he could raise yet another company. Bears a note from (Richard?) Creed concurring in Schliech's recommendation of Meyer.

Letter stating that a number of offers to recruit for the 37th Regiment, Ohio Volunteer Infantry had been addressed to him; requesting some recruiting passes signed by the Adjutant General; and stating that within the week, the regiment would include the minimum number of men prescribed by law, and that afterwards, it might be easy to attach a company of German cavalry and a company of artillery to the regiment if it was the wish of the Governor.

Letter stating that he thought they were doing well under the circumstances, that he did not think they should be removed from Camp Wool at present, that the Athenians had treated them very kindly and stood right up to them, that there were no unkind feelings in their regiment and never would have been but for outside interference, and that the Virginians who had forsaken their own State and gone under the banner of Virginia were the "meanest" of all.

Letter stating that he had written sending returns of election for Company C and recommending the confirmation of the Captain and 1st Lieutenant and the rejection of the 2nd Lieutenant and the appointment of Frederick J. Ryan as 2nd Lieutenant, that he was informed Ryan declined, that a second election for 2nd Lieutenant was therefore advisable, that the regiment was now filling up slowly or rather as fast as could be expected, that those men authorized by Governor [Francis Harrison] Pierpont to raise men in Ohio as a general rule made a point of "slandering" everybody and everything in Ohio and so created a great deal of disaffection, that Captain [John] Jumper's company had been in arms against Buckingham's order sending them to Camp Wool, but were now well satisfied, that he did not believe they lied so badly about him as about some of the other regiments, but they came down on the inefficiency of the officers generally, that it was about time they were "checked up", that they were simply "revilers" and "slanderers", that he was under obligation to the Governor for the appointment of Lieutenant Colonel [Josiah] Given to the 18th Regiment, Ohio Volunteer Infantry, that Given was a good man and they would get along "first rate", and that he was also pleased with the appointment of N[elson] H. Van Vorhes as Regimental Quartermaster.

Letter stating that he had just received a commission as Captain of Company B of the 35th Regiment, Ohio Volunteer Infantry, and that another gentleman who came into camp some 5 or 6 days after he arrived with a full company had been assigned the position which he claimed; asking if Dennison considered this to be honorable treatment, if it was the kind of treatment Dennison wanted Ohio men to get when they sacrificed everything and left their homes and friends to do battle for their country, and if Dennison sanctioned and approved this kind of "underhanded, mean, contemptible trickery"; and stating that he had been duly elected Captain by a unanimous vote of the company on August 7.

Letter enclosing requisitions for arms to insure prompt attention; stating that there were not that many men in camp since there was a large number of absentees on leave; providing a report on the conditions of the companies, excepting squads, sent in by men with recruiting orders for the 17th Regiment, Ohio Volunteer Infantry; requesting that the General order Captains [Amos A.] Whissen and Floyd by telegraph to report their companies forthwith so that the regiment might be full and ready for service at a moment's notice; stating that the fractional companies could be turned over to another regiment, that he could have at least five more companies for the 17th Regiment, Ohio Volunteer Infantry in ten days, and that he had five companies from Fairfield County and could get three more from there; asking if he could attach more than ten companies to his regiment; stating that he had appointed H. Springer of Lancaster as Sutler to the regiment, and that Springer had been acting as such for some time to the satisfaction of the men; and asking if Springer needed a certificate of appointment from the Governor.

Letter stating that he had received two orders to recruit an infantry company, one expiring on September 20 and the other on September 25, that he had been absent from home the previous week and lost time, that there were 5 or 6 individuals recruiting in Steubenville at present and it was difficult to get a full company, that he had 17 men on his town roll and had a roll in the country, that several of the Home Guards were disappointed in getting orders and would probably unite with him, that he had served in a volunteer regiment in Pennsylvania as an officer, that he had told his boys that he was determined to go even if he should exchange his sword for a musket, and that he thought parts of companies would have to be attached in order to make full companies.
