Letter stating that he was sending two gentlemen of intelligence to receive authority to raise companies for his regiment, that he regretted that Glenn and Kibles received authority on October 7, that Glenn and Kibles were from Hillsboro and would interfere with Captain Hill who had 40 men mustered in, that he thought it rather unfair that men should be authorized to raise companies for other regiments in the very places in his own county where he was trying to raise companies, that it was not only against his interests and success, but led to abuses which Buckingham's order aimed to correct, that he had labored locally for 6 months and cultivated the field, thereby giving to the service 400 or 500 more men than would have gone and saving the county to the support of the Government, that he thought he deserved some consideration, that his men were going for 1 year or the war and would be as efficient on the battlefield as any others, that he felt his efforts were meritorious, that he had been generous to all, that if his limited territory was too much trespassed upon, he might yet be driven to getting companies from other counties, that he was resolved to raise the regiment, that his reputation was now at issue in the matter, and that he would work on, notwithstanding all the difficulties which might interfere with his success, because he loved his country and wanted to help save it.

Miller, to be appointed 2nd Lieutenant and assigned to the 76th Regiment, Ohio Volunteer Infantry in order to enable him to swear in recruits for J.M. Scott's company which was nearly full and of which Miller was a member. Bears a note from W.B. Woods; stating that if Miller could recruit men by getting their names to the roll and having them sworn in by a Justice of the Peace, he did not see any necessity for granting Miller a commission as 2nd Lieutenant at present, that if, however, Miller must be commissioned before he could secure recruits for the company of which he was a member, then he concurred in Warner's suggestion, and that Miller would make a good 2nd Lieutenant.

Letter stating that if there was not likely to be a supply of blankets equal to the wants of the volunteers, he suggested that the county committees be instructed to appoint some suitable man in every village in their respective counties to receive blankets, mark them, keep an account showing the name of the person furnishing each blanket, and forward the blankets as directed, that the value of each blanket should be fixed by the person receiving it from the owner, subject to correction by an agent of the Government, or the value should be fixed by the agent of the Government, that the price of blankets thus supplied should be remitted to the persons receiving them from owners, that the owners could in this way get paid at fair prices, that the same plan might work for other needed articles, that he did not like to ask for donations and the supply would be more prompt and larger in this way than any other, and that too many blankets might be supplied, but probably not so many as to be a very great loss.

Hiller and Henry Wagner, made application at Alliance to join his company, that both men signed the roll, that Captain Pierce visited claiming that the men were his and threatening to take them back with him, that he learned Pierce's term for recruiting expired on September 28 and Pierce, therefore, had no authority to hold the men, and that he was in Alliance because the fair was held there on October 9 and such occasions offered good chances for recruiting; asking if he could have Hiller and Wagner; and stating that he understood more of Pierce's men would like to go with their friends in his company.
