Letter stating that the Military Committee of Lake County had their first meeting on October 11 and granted a certificate to Captain C.C. Smith who was an applicant for Major in the 6th Regiment, Ohio Volunteer Cavalry, that the committee believed that Smith, in justice to his company, should not leave it until they could be assured his place could be satisfactorily filled, that the committee believed Lake County had already in the field one out of every forty residents, but believed there might be more recruits obtained locally especially for the artillery and cavalry, and that infantry recruiting had gone slow for the last 60 days; asking if there was any fund available for the payment of the contingent expenses of the committee in the recruiting service; stating that the committee had granted a certificate to Samuel W. Phelps to recruit for a battery of artillery; and asking what was meant by the order of September 27 requiring the committee to say that the applicant had such attainments as would fit him to command a company in the field, and if this meant simply that the applicant had the capacity for military education and duty or if it meant that the applicant was already so educated in whole or in part.

Letter asking for information regarding the conditions of acceptance of companies in the service of the U.S., and if any term short of three years would be accepted; and stating that they could raise any number of companies of men for six months or a year who were willing to go without pay from the Government, that these men were from 25 to 60 years of age and unwilling to enlist for three years, and that these men would go and charge the Government only for their arms and clothing.

Joseph C. Root, Chairman on behalf of the Military Committee, Sandusky, Erie County, Ohio. To Adjutant General C.P. Buckingham. Letter stating that they held their first meeting on October 11 in Sandusky, that there had been recruited into three years' service from Erie County fully five hundred men, that they believed one or perhaps two more companies might be raised locally by voluntary enlistment within the next two months, that while it was not probable that any recruiting officer could within a reasonable time raise a full company, they believed that if fit men were to engage in the recruiting service, from five to six squads of thirty men and upwards might be raised in a few weeks, that they were informed that three 2nd Lieutenants from Sandusky had recently been appointed to recruit in Erie County, that the young men of the rural district justly thought that there might be found among them officers as good as any Sandusky could offer, that it was useless for a Lieutenant from Sandusky to try and get recruits in the country, that there were good men in Erie County willing to enlist under officers of their choice, that they proposed from time to time to recommend for 2nd Lieutenant's commissions fit men who could give reasonable assurances that they would within a short time raise squads of not less than thirty men each, that as fast as two or three such squads became sufficiently numerous to constitute a company, they intended to recommend that the squads be united and that the Captain and 1st Lieutenant be selected from the 2nd Lieutenants who had raised the squads, that the chief obstacles in the way of raising recruits in Erie County were such as they could not remove, namely dread of being employed to capture fugitive slaves or to do something to support slavery and suspicion that the West and the Western Army, and especially the commanding officer of that army, were not to be fairly treated by the general government, and that it would not be practical for them to communicate with the Adjutant General's office every day, but they would not fail to keep Buckingham advised of every important thing which came to their attention.

Letter stating that it was not his purpose to recommend any other Recruiting Lieutenants, that he had withheld from attempting to enlist in Medina County, Lorain County, and Huron County upon the representations of distinguished citizens there that it might interfere with enlistments for other regiments, that he was now assured that the field was open, that he was enclosing a letter from the Honorable Mr. Blake recommending S.B. Kimmel of Seville, Medina County, that he hoped Kimmel would at once be appointed, and that if each Recruiting Lieutenant got but thirty recruits, it would be easy under Buckingham's plan to combine them for companies.

Higgins of Waverly for appointment as 2nd Lieutenant for the 73rd Regiment, Ohio Volunteer Infantry, that he was constrained to do this from the most satisfactory assurances that Higgins would surely and quickly recruit a full company, that he was confident that some of those already appointed would fail to secure full companies and would be obliged to combine, that it was certainly desirable that no time should be lost, that the District [Military] Committee would meet at Jackson on October 11 for the selection of County [Military] Committees, that it would cause considerable delay to await their action, and that if the County [Military] Committees were appointed, they would unquestionably join in the recommendation of Higgins.

Letter stating that his command was now at Camp Dennison, that six companies were full, with five of them to the maximum or nearly so, that two other companies were within four each of the minimum which they would both probably reach on October 12, that one other company lacked about 15 of being to the minimum, that they had no tenth company yet, but hoped to have it on October 12 or 14, that Captain John Jumper's company held an election for officers on September 1 at Camp Putnam before they were added to the 18th Regiment, Ohio Volunteer Infantry when they had 64 men mustered in by Captain Belknap, that Jumper was promised that he should have ten days to fill up, that Jumper claimed the company was full in eight days so he supposed the appointment should be made effective September 10, and that he certified as to Jumper's qualifications.
Together with a letter dated October 11, 1861, from T[imothy] R. Stanley, Colonel, 18th Regiment, Ohio Volunteer Infantry, Headquarters, Camp Dennison, Hamilton County, Ohio, to Adjutant General C.P. Buckingham, certifying that the officers of Captain John Jumper's company were men whose intelligence, habits, and physical health qualified them to fill the respective offices to which they had been chosen, recommending them for appointment, and stating that the date of commission should be September 10.

Thomson having resigned as 2nd Lieutenant of Company I, 39th Regiment, Ohio Volunteer Infantry with the resignation duly accepted by General [John C.] Fremont, Colonel John Groesbeck ordered an election to fill the vacancy, that on October 10, the company elected Sergeant Andrew J. Lowell who received a majority of all votes cast, that since the election the defeated candidate, John R. Connell, had been secretly circulating a petition to the effect that Dennison would grant him the commission instead of Lowell, and that Connell claimed the election was not fair and honorable which was a "basely false" representation; and requesting that Lowell be granted the commission.

Letter stating that the bearer was his young friend Carter Harrison, the son of the Honorable John Scott Harrison and grandson of General [William Henry] Harrison, that Carter Harrison left Miami University and volunteered for three months' service, that Carter Harrison now wanted to recruit for and go with the 69th Regiment, Ohio Volunteer Infantry, that John Scott Harrison was a messmate for some years in Congress and was very anxious to have his son go with Campbell, that Carter Harrison merited a higher rank than that of 2nd Lieutenant, and that under ordinary circumstances, he would not embarrass Dennison or the Adjutant General with another application for a conditional recruiting appointment for his regiment, but the case of Carter Harrison was of a peculiar character. Bears the endorsement of William Beckett.
