Letter stating that he was informed they were to be paid from the date of their muster roll and ranked from the date of muster, that he and his company had not been mustered since August 4, that if this muster was good for nothing, his company was not mustered into service, that his company was full on September 1, that the present date of muster was not to affect the first either in pay or rank, that if he was not to be paid and ranked from the date of muster, their company would be broken up as that was the only time they had been mustered, that if it was in Buckingham's power to right the matter, it would confer a favor on them, that if the matter could not be righted, the company would be broken up as there was no power to hold the men, that his time had been entirely consumed with the company since July 4, and that if they were to be ranked and paid according to the last order, they had better quit and look to their families.

Egbert deceased, that C.P. Shaffer be appointed to assist Lewis Butler in recruiting a company for the 67th Regiment, Ohio Volunteer Infantry, and that Reverend J[ohn] Crabbe be appointed Chaplain of the 67th Regiment, Ohio Volunteer Infantry, that it had been shown to the committee that Lieutenant Colonel J.N. Hathaway of the 67th Regiment, Ohio Volunteer Infantry had refused to act in subordination to Colonel [Otto] Burstenbinder and to cooperate with others in recruiting said regiment, that the committee was satisfied that Hathaway would, if suffered to retain his connection with said regiment, embarrass its organization and impair its efficiency, and that for the stated reasons as well as for other causes, the committee requested the Governor to disconnect Hathaway from said regiment.

Letter asking if he had not better direct the muster-in rolls of all the companies over the minimum number to be formally made out and the non-commissioned officers designated; stating that after November 23, no furloughs were to be granted and all now granted would expire at that time, that they were preparing to be ready for Buckingham's orders to move by November 28, but hoped the force would go together, that on November 25 or 26, they proposed to designate the sutlers and chaplains under the regulations, that early next week he would call and see the Governor in regard to the other positions, that their overcoats had arrived, and that the arms had been promised and they looked for them daily; asking if his organization of the companies would be approved, and when commissions would be issued to the officers; requesting blank certificates for non-commissioned officers; stating that he had used but one of Buckingham's appointments for assistant recruiting lieutenants; inviting Buckingham, the Governor, and such other gentlemen as they might choose, to visit; stating that Jacob H. Kling of Company E, 64th Regiment, Ohio Volunteer Infantry, who had been acting as Quartermaster Sergeant since October 15, had been appointed as bookkeeper; and requesting that Buckingham order Kling's discharge from his enlistment.

Letter stating that he was under embarrassment over a case upon which he wished Buckingham's immediate decision, that Eli Slocum, William Labaugh, William Tuttle, William Sheets, and three other respectable citizens of Ashland County signed a muster roll with the common understanding that they were all to go and be sworn in together, that they then assisted in recruiting others, that some of them came into camp, drew rations, but were never sworn in, that the muster roll signed by them was handed over to Orlon Smith, the recruiting Lieutenant, but was subsequently in the possession of Eli Slocum and was probably destroyed, that Smith insisted upon an order to arrest them and bring them to camp, and that he wished no mistake and was submitting the case for Buckingham's decision.

Letter stating that he had evidence of measures underway in Buckingham's office to retard the completion of his regiment [20th Regiment, Ohio Volunteer Infantry], that one such measure was a personal slander upon himself, and that before he gave the measure full credence, he was offering Buckingham an opportunity to deny it; asking, when Captain [John] Wiseman wanted to attach his company to the 20th Regiment, Ohio Volunteer Infantry instead of Colonel [Thomas] Worthington's regiment [46th Regiment, Ohio Volunteer Infantry], if Buckingham urged him not to do it after issuing an order permitting such a transfer; asking, when Captain Wiseman made reference to reports of intemperance against Colonel Worthington, did or did not Buckingham state or insinuate that the Colonel of the 20th Regiment, Ohio Volunteer Infantry was in this respect no better; and stating that under the order of November 16, regiments not full by November 25 might be disintegrated, and thus Buckingham might break up the 20th Regiment, Ohio Volunteer Infantry after having prevented its filling up.

Letter stating that Mr. Harn now believed that there would be some difficulty in filling the 10th company of the regiment, that Harn's exertions had been great, but he did not hope for an equivalent success in the time required by Buckingham, that he did not feel inclined to recommend that any more time be granted Harn, that he regretted very much losing the services of Harn, but his particular interest must give way before a larger and a more general one, that Harn showed a graceful disposition in the present matter, that the disposal of Mr. Douglas as Captain and the keeping together of his men would be done according to Buckingham's orders, that no difficulty would be experienced in the matters of Harn and Douglas, that the question of the Lieutenancies was not so easily disposed of, that Mr. Jones felt very strongly on the matter and expected the 1st Lieutenancy for himself, that Jones likewise deemed that his 60 men had a right to the other Lieutenancy and a large proportion of the non-commissioned officers, and that so long as the regiment remained at Camp Tiffin, most of the matters mentioned would have to be treated in a diplomatic rather than a military mode; and recommending that Douglas and his sixty men not be ordered to join his command until the regiment had marched to and taken up other quarters.

Letter stating that he had enlisted Henry Zimmerman, who was eighteen years old, that Zimmerman mustered into U.S. service on October 23 and was subsisted at the expense of the Government until November 12, when he deserted Deshler's company, that Zimmerman was persuaded by members of the 22nd Regiment, Ohio Volunteer Infantry to leave Deshler's company and go with them under Captain N[athan] Pickett, that Zimmerman was mustered into the 22nd Regiment, Ohio Volunteer Infantry and clothed by a recruiting officer for that regiment, that Pickett and at least one of Pickett's Lieutenants, by willful misrepresentation, had caused him great embarrassment as their course had been an injury to recruiting generally in the area, that he hoped the matter would be speedily attended to as it had already made trouble in his company, and that some in his company had commented that if one man could go into another regiment and be clothed, they would do the same.

Letter stating that he omitted to say, in connection with the organization of the company for the depot, that he would prefer to have them armed with percussion muskets suitable for ball and buckshot cartridges, a better sort of ammunition for the purpose than the single ball, that the Captain of the company would find instructions for his guidance upon arrival and if the weather continued favorable, the barracks would be ready for his reception, that it was part of his plan, in order to provide more perfect security of the prisoners, to have a company of home guards organized in Sandusky and prepared to give assistance in any emergency, that there were gentlemen locally who would make up the company if they could be provided with arms and accoutrements, about which he imagined there would be no difficulty as there was a manifest propriety in the arrangement, that he would be indebted to Buckingham if the matter was brought to the attention of Governor William Dennison, that from what he had seen and heard of Captain Bailey, he was induced to believe that Bailey would make a very good Captain for the company of home guards, and that if any further action was necessary on his part to secure arms and accoutrements for the company, he would be happy to attend to it; requesting that Buckingham furnish him with the names of all the prisoners who had made efforts to establish their loyalty to the Union and of those who wished to do so, along with their place of residence and the names of those who would vouch for them; and stating that he wanted to make inquiries in their behalf and, if there were good Union men among them, have them released.
