Letter stating that pursuant to Special Order No. 282, they met at Camp Chase to examine the case of Joseph Daugherty, a prisoner who was said to be laboring under dementia, that the prisoner was produced and examined by E.W. Steele, Surgeon, 74th Regiment, Ohio Volunteer Infantry, and L.C. Brown, Post Surgeon who concurred in the opinion that he was laboring under dementia, that all agreed it was necessary for the good of the post and the welfare of Daugherty that he be removed from the prison immediately, and that all also agreed it should be recommended to the Governor that Daugherty be placed in the insane asylum of the State until he could be provided for by the United States government.

Letter stating that there were some six or seven soldiers at Troy who belonged to the 71st Regiment, Ohio Volunteer Infantry, that these men were at home on furlough and some had been sick when the regiment left, that they returned to Troy supposing some provision had been made for their transportation or boarding until transportation could be had, that four or five others would probably be at Troy on March 12, and that they wished to join their regiment and proceed to the service, but had not the means to go on their own account; and asking what they should do.

Letter stating that his nephew, Alanson Hamilton, was in the volunteer service at Johnson's Island in Sandusky Bay, that Hamilton's present position was that of 8th Corporal in the company to which he belonged, that Hamilton went into the service at Johnson's Island with an understanding that he should receive an office of some consequence (say 2nd Lieutenant), but the disposition of the offices was made before he had the opportunity to compete, that it was understood that another company would soon be raised and officered at Johnson's Island, that he wanted to make an effort to have Hamilton made a 2nd Lieutenant in the new company, that as his acquaintance with Governor David Tod was rather limited, he was asking Dorsey to present Hamilton's name to Tod for a 2nd Lieutenancy, that Hamilton was a son of General Israel Hamilton, that Hamilton was an intelligent, industrious, and energetic young man and would make a good officer, that Hamilton was a man of correct habits, was honest and honorable, had robust health, and was 23 years of age, that Hamilton had a considerable knowledge of tactics and an abundance of capacity to fill the office of 2nd Lieutenant, and that Hamilton's appointment would be a proper one. Bears a note dated March 12, 1862, from G. Volney Dorsey; stating that, based upon his knowledge of Hamilton, he took great pleasure in endorsing the statements contained in Young's letter; and recommending Hamilton for appointment as a 2nd Lieutenant.

Letter stating that Major Janus Isaminger, formerly one of their citizens, was connected with a regiment in Illinois, that some of Isaminger's old neighbors and friends desired to volunteer with him and join his regiment, and that Isaminger desired to know whether he could be permitted to recruit a company locally and whether he could be furnished transportation for them to Jonesboro, 36 miles from Cairo, Illinois, for the purpose of filling up his regiment; requesting that Tod address James Isaminger at Dundas, Vinton County, Ohio; and stating that he was personally acquainted with the Major and could say he was all right.

Egbert of the 59th Regiment, Ohio Volunteer Infantry was at Georgetown on leave of absence to visit his afflicted family, that Egbert's wife died a few days before and he was making arrangements to return to his regiment, that Egbert had some 5 or 6 recruits that he desired to take with him for his regiment, that Egbert supposed he had a requisition from Colonel [James P.] Fyffe for transportation, but upon examination, found he had none, and that Egbert therefore wished Tod to send him a requisition or directions how he might have the recruits taken through.

Letter presenting the application of Charles Sutphin who was anxious to be promoted to a Lieutenancy; and stating that he knew Sutphin and all his connections well, that he believed Sutphin's promotion would encourage a laudable ambition, that Sutphin's social position was such as to entitle him to high consideration, that Sutphin's father was a man of wealth and influence and one of their very best men, that Sutphin had been well educated and was a young man of fine promise, that since Sutphin entered the army, he had been employed in the Quartermaster's department, and that he hoped Tod would find it expedient to promote Sutphin as desired.
