Letter addressing Tod on behalf of the prisoners confined in the Yard No. 3-4; and stating that for the purpose of preserving order and to establish a discipline which would add to their comfort, Adjutant General [W.L.] McConnico was appointed General Superintendent of the Yard, that a report was made to McConnico every morning regarding the condition of each street, that on comparing the report made of the number of persons in each street, he found that the rations delivered in the Yard were less by 41 than the number of prisoners, that having known Tod by character for a long time, he felt assured that everything compatible with the regulations would be attended to when made known, and that there were 406 prisoners in the Yard and 365 rations, leaving a shortage of 41 rations.

Letter stating that Captain [John V.] Heslip, who had recruited a company in Coshocton County, had called on him expressing a desire to have it attached to the 69th Regiment, Ohio Volunteer Infantry, that he was not sufficiently acquainted with the circumstances under which Heslip's men had been recruited to justify him in doing anything in the premises which might seem impertinent, that if Buckingham regarded it as proper to make the attachment, it would not be at all objectionable, that their great desire to get ready for and be put into the field induced them to accept the first men who were ready to go with the regiment, that the men of the 6th Regiment, Ohio Volunteer Cavalry were rather slow in making up their minds, and that as these men had refused to do guard duty that morning, he felt strongly inclined to accept all men from other services who might be tendered.

Letter stating that he had a nephew, Dwight Jarvis, who was the first to raise a company in Stark County, that in about a week, his nephew had the company ready to start, that on April 24, 1861, his nephew marched from Massillon, that his nephew was elected 1st Lieutenant at his own request, that [Albert F.] Beach, being an older man, was made Captain, that at times, Beach had been absent in the hospital, at home on furlough, and to resolve the question of his appointment as Major of the regiment [13th Regiment, Ohio Volunteer Infantry], that during much of the time Beach was absent, his nephew was in charge of the company, that Beach had resumed command of the company and the Colonel was disposed to put his nephew in command of another company, that his nephew did not like this nor did the company, that his nephew would probably resign before he would take command of another company, that by accepting the Majority, Beach did or did not vacate the Captaincy, that if the former was the case, he did not understand how Beach could claim the Captaincy again until commissioned, that his nephew was not Captain until commissioned and did not claim to be, nor was any other person, that what he wanted was for his nephew to have his rights in the matter, that his nephew's absolute right was to be left alone, unless the authorities chose to promote him, and not sent to another company, that his nephew had faithfully discharged his duties at all times, was always at his post, and had marched approximately 500 miles over the mountains and through the streams in almost daily rain, while his Captain had been either in the hospital or at home, that he did not want his nephew cheated out of his place, that the company was attached to his nephew, all being young men of his acquaintance in Massillon, that his nephew had drilled and made the company what it was, a good one, that his nephew desired to remain in command of the company, that the company did not want another to command them, that he could not do less than to state the facts as they were, that just as his nephew was the earliest in Stark County, so had he been among the most devoted in the service, having been every moment in the service and in the field since the middle of April 1861 except for 30 days when he was at Massillon recruiting in October and November 1861, that he trusted Tod would take immediate measures to set his nephew "rectus in curia" on the subject, that he did not want his nephew to come home, but would advise him to do so rather than accepting an unnecessary transfer against his will or having another over his head, and that he feared his nephew would resign unless made Captain of Company A at once. Letter stating that they were ordered to St. Louis, Missouri and to report to Major General [Henry] Halleck, that they would leave Camp Dennison the next morning, that they had been making arrangements to strengthen their battalion by the examination and discharge of all who were physically unfit for service and otherwise getting rid of some unsuited for cavalry, that they needed some fifty or sixty men from the dismounted part of the regiment if these men could be had, that there were plenty who wished to go with them and they could be given a proper portion of the non-commissioned officers, that Lieutenant Thomas P. Clark was visiting Columbus to see what could be done in the way of making the necessary transfers, that Clark would wait and bring the men with him if satisfactory arrangements could be made, and that they would be exceedingly obliged if Tod could aid them in their efforts to make the battalion as effective as possible.

Kemper, the Assistant Adjutant General of the staff, had made application to be removed from Camp Dennison and in all probability would leave in a few days, that Kemper advised him to write Buckingham as he thought a clerkship could be obtained at Buckingham's headquarters, that he had acted as aid-de-camp to Brigadier General M[elancthon] S. Wade for the past three months, that as affairs had taken the turn they had, it behooved him to be looking about for another situation, and that he was not able to stand the fatigues of a soldier's life.
