Military Committee for Montgomery County, Dayton, Montgomery County, Ohio. To Governor David Tod. Letter recommending the appointment of Joseph R. Turner as Lieutenant in the 79th Regiment, Ohio Volunteer Infantry; and stating that to insure the success of recruiting in Montgomery County, great care must be exercised in the choice of popular, influential, and energetic company officers, that the committee could think of no young man in the county who would be more likely to succeed in recruiting than Turner, that Turner's father was a man of great popularity and influence and would make liberal use of his large means to fill a company for his son, that Turner was a Private in the 13th Missouri and had been in service since last August, that Turner was in the battles of Fort Donelson and Shiloh and conducted himself bravely in both, that Turner was at home on sick furlough, was now convalescent, and must immediately rejoin his company unless he could obtain said position, that Turner's services would be invaluable to Colonel Anderson in raising his regiment, that Turner ought not to be required to return to the ranks when, by obtaining said promotion, he could be of so much more service, that they had no hesitation in endorsing Turner's qualifications for the place desired and urged his appointment the more urgently because they knew the difficulty of securing the right men to recruit locally, and that they trusted the matter might receive Tod's immediate attention. Bears a note from Charles Anderson, Colonel, 93rd Regiment, Ohio Volunteer Infantry; approving the committee's recommendation; and nominating Joseph R. Turner as 2nd Lieutenant.
