Letter stating that there appeared to be a misunderstanding in Adams County about a military committee, that at the time Tod's proclamation was received, calling for three months' men, they were without a county military committee, there never having been one organized in the county, that at his insistence, Dr. Smith of Highland County, chairman of the old district committee, appointed a committee for Adams County, that about or soon after the time this appointment was made, the County Auditor received a circular from Tod requesting him to call together the county officers for the purpose of designating the names of suitable persons to be appointed on said committee, that this was accordingly done, that the county officers designated the three persons previously appointed by Smith, with the addition of two others including himself, and forwarded the names to Tod, that no answer had been received, that they did not feel authorized to act without Tod's authority, that he deemed it incumbent to make this explanation for the reason that he was instrumental in causing the confusion, that if Tod saw proper to confirm the nominations made by the county officers, he wished the name of George Moore substituted in place of his own, and that Moore would make a more efficient member of the committee than he could.

Adams, desired to obtain permission from Tod to recruit for the military service in the capacity of a 2nd Lieutenant, that for the past sixteen months, Adams had been clerking for him in the Auditor's Office and prior to that time with his predecessor, that from personal knowledge of Adams' character and qualifications, he could recommend him without any hesitation as a suitable person to receive a 2nd Lieutenant's commission, that he had no doubt but what Adams would be able to raise the required number of men, and that Adams was a young man of considerable influence and very persevering in anything that he undertook.
