Letter stating that applications had been made to the committee for the recommendation of individuals now in service for appointment under the late call and he questioned whether the committee should recommend such, particularly to company positions, that he was afraid the Governor had made a mistake in placing the power of recommending field and staff officers in regimental committees, that it might do to get up the men, but he questioned its efficacy in getting the right kind of officers to command them, and that he prayed the Governor would secure to all of the new regiments at least one field officer who had smelled gun powder and who had been "tethed" on the battlefield.

Fulton, Quartermaster of the 53rd Regiment, Ohio Volunteer Infantry, had heard a rumor that his name had been struck from the roll because of not reporting at the end of his sick furlough, that Fulton was going to Columbus to see to the matter and give a statement of facts, that all of Fulton's statements should receive undoubting credence for he was incapable of deceit or prevarication, and that the proper place for Fulton in the present condition of public affairs was not in the Quartermaster's Department but in the field.
