Letter stating that by order of the Adjutant General of Ohio dated July 14, he was confined to Muskingum County to obtain recruits, that he received his appointment on July 7, and had been engaged at enlisting men from that time to the present, that since he received his commission, he had been informed by the military committee that they had recommended all the officers for the four companies to be raised in Muskingum County from Captain to 2nd Lieutenant and that the Governor had issued commissions for the same, that this being the case, there was one commissioned officer more than was required for four companies, and that if the Governor would receive five companies from Muskingum County, there would have to be two more commissioned officers appointed or chosen from the ranks and issued commissions bearing the date of their election.
